RE: Call out to Tucson House for Fire Alarm Failure

On 04/12/07 at 03:18 I was called-out to a high-rise fire at the Tucson House to investigate a failure of the fire alarm system.
On arrival the fire was out and a evaluation had taken place with residents in front and to the rear of the building.

Witness stated that they smelled smoke and saw flames 15 to 10 minutes prior to fire units arrived on scene.

Talking to a building maintenance person the apartment had local smoke alarms and a building flow alarm from the sprinkler system. The pull station and the hallway smoke alarms there removed. This was approved by TFD for cause.

The Fire captain on the attack team stated he open the door of the apartment prior to advancing the hose line , and saw no water no the floor and fire had not broke into the unit from the porch.
A few minutes later they advanced the line and the fire had broken the left side of the glass slider and set off the sprinkler head and the alarm. The sprinkler head prevented the fire from spreading into the apartment.

The delay of the fire alarm was because the fire was on the porch and it burned 15 min. before it broke the glass and set off the sprinkler head and the alarm.

The fire alarm worked as predicted with no malfunction.

Dispatch was never informed about the changes to the alarm system at the Tucson House or the stay in place policy for evacuation given to the residents at the Tucson House.
