12/21/2007 INSP - INITIAL CODE ENFORCMENT Approved [EMER CALL-OUT NOTES] VISITED SITE FOUND BUILDING HAD BEEN ABANDONED FOR SOME TIME. ALL UTILITIES HAD BEEN DISCONNECTED. BOTH TEP AND SW GAS DETERMINED THAT UTILITIES HAD BEEN DISCONNECTED SOME TIME AGO/NO ACTIVITY FOR YRS.

NEITHER TEP OR TFD WERE ABLE TO MAKE CONTACT WITH THE OWNER. CALLED COMMUNICATIONS, WHO MENTIONED THAT THEIR SEARCH FOR THE OWNER LED THEM NOWHERE.

TFD LEFT SHORTLY AFTER MY ARRIVAL. I INFORMED TFD THAT I WOULD HAVE THE STRUCTURE SECURED.

CALLED BATHCREST TO HAVE UNIT SECRUED, THEY ARRIVED APPROX 45 MINUTES AFTER THE CALL. WHILE WALKING THE STRUCTURE WITH BATHCREST, FOUND HOTSPOTS STILL BURNING IN THE S/E BDRM. TFD WAS CALLED BACK OUT TO PUT THOSE SPOTS OUT.

WILL SECRUE AND POST BUILDING 'UNFIT TO OCCUPY' AND TRY TO MAKE CONTACT WITH OWNER WHEN I RETURN TO WORK.

TRANSIENT ACTIVITY FOUND IN STRUCTURE EVIDENCED BY BEDROLLS-BLANKETS, OPEN BOTTLES & CONTAINERS AND FOOD & FOOD WRAPPERS. HUMAN WASTE THRU OUT THE STRUCTURE.
12/21/2007 INSP - INITIAL CODE ENFORCMENT Approved [INSPECTION NOTES] VISITED SITE, MET WITH TFD CAPTAIN CHRIS ? AND SW GAS. SW GAS MENTIONED THAT GAS HAD BEEN ABANDONED. TFD MENTIONED THAT TEP WAS ON SITE AND ALSO DETERMINED THAT THE POWER TO THE BUILDING WAS ABANDONED AS WELL. TFD CONFIRMED THAT BUILDING WAS ABANDONED, HAD BEEN FOR SOME TIME AND THAT THE FIRE WAS BEING CONSIDERED AN ARSON DUE TO TRANSIENT ACTIVITY INSIDE THE STRUCTURE. MY INSPECTION DID FIND THAT 2 WINDOWS ON THE EAST SIDE OF THE STRUCTURE (PREVIOUSLY BOARDED) HAD BEEN KICKED IN TO GAIN ENTRY. TWO REAR DOORS ALSO APPEAR TO HAVE BEEN KICKED IN AS WELL. INSIDE IN THE KITCHEN AREA BLANKETS WERE FOUND SPREAD OUT ON THE FLOOR ALONG WITH A PILE OF OTHER BLANKETS AND CARPET. THE REAR BATHROOM AND REAR CLOSET HAD FECES ON THE FLOOR, BOTTLES AND FOOD WRAPPERS IN JUST ABOUT EVERY ROOM OF THE STRUCTURE. PICTURES WERE TAKEN. TFD & TPD BOTH TRIED LOCATING OWNER, SEARCHES BY BOTH ENTITIES AND BY COMMUNICATIONS CAME UP EMPTY. OWNER UNKNOWN AT THIS TIME.
