There will be site revision and an appeal to the BO for relocation of an accessible dwelling unit and it's associated accessible parking. There is also a delineation of what must be done in Phase 1. The routes that must be completed in Phase 1 are marked with red arrows (pen) with the exception that I x'd out a route from the basketball court (which must be accessible in Phase 2). | 08/12/2008 | ENGINEERING - FINAL | Correction Required | RCVD CALL FROM JIMMY ON SITE H/C PARKING SPACES ARE COMPLETE AND WAS REQUESTING AN INSPECTION I ADVISED AS OF 8/8 EMAIL FROM PHIL CARHUFF THAT A REVISED SITE PLAN WAS NEEDED B4 REINSPECT From: LeeRay Hanly To: Philip Carhuff Date: 08/11/2008 4:28 PM Subject: RE: Pebble Creek Phase 1 approvals CC: Chris Coffee; David Rivera; David Roberts; Glenn Dabbs; James Femlin... Thank you Phil. Normally we ask for spot elevations on the accessible route; but in this instance I think if you just outline them on the site plan we can let the contractor and our building inspector work out the best way to reach compliance. If Coffee builders would like me to stop by the site for any assistance Chris can give me a call. LeeRay >>> "Philip Carhuff" <pcarhuff@krebscarhuff.com> 08/08/2008 4:46 PM >>> LeeRay: Thanks for the clarification. I will identify the accessible routes on the site plan and run it by Ron Brown. My understanding is not all of the site is required to be accessible, just what you outline here, so I will meet with the Owner and Contractor Monday to address this before bringing any revisions in. Thanks, Phil -----Original Message----- From: LeeRay Hanly [mailto:LeeRay.Hanly@tucsonaz.gov] Sent: Friday, August 08, 2008 2:53 PM To: Philip Carhuff; Nichole Kalahar Zormeier Cc: MarkK22222@aol.com; SonoranPalms@aol.com; Chris Coffee; David Rivera; David Roberts; Glenn Dabbs; James Femling; Ronald Brown Subject: RE: Pebble Creek Phase 1 approvals Phil, You are correct in that you have an approved plan which on pp C-1 clearly outlines what is going to be done to meet the 20% cost restriction outlined by IBC 3409.7(1). Your list of upgrades is as follows: 1) provide 2 accessible dwelling units 2) upgrade all handicap parking 3) provide accessible curb ramps 4) provide accessible route to type A units When I look at the information provided on the plan it appears to me that the intent is to provide an accessible route per section 1104 of the IBC. That would include site arrival points, within a site, and connected spaces. I believe what Nichole and Glenn (the building inspector) are asking for is clarification of exactly where these routes are on your site plan. It has evidently come up in the field that none of the current walks or paths into or within this site are accessible. Therefore to avoid having field inspectors assume or guess at which paths must be accessible could you please indicate them on the site plan? It would also be a good idea to run the proposed path locations by either Ron Brown or myself (or your third party if you so choose), that way every one will be on the same page. Thank you, From: David Rivera To: Nichole Kalahar Zormeier; Philip Carhuff Date: 08/08/2008 12:27 PM Subject: RE: Pebble Creek Phase 1 approvals CC: Chris Coffee; David Roberts; Glenn Dabbs; James Femling; LeeRay Hanl... I don't see any site approval stamps. All I see is approval for interior remodel. Was there a site plan approved for any of the site work? David David Rivera Principal Planner Development Services Department (520) 837-4957 david.rivera@tucsonaz.gov Philip Carhuff" <pcarhuff@krebscarhuff.com> 08/08/2008 11:28 AM >>> Nichole, Glenn, David, Ron and LeeRay: If I don't have approved plans for the PHASED remodels at 7001 E. Golf Links and the required accessibility ADA upgrades, then what are the T-1 and C-1 sheets attached with zoning, engineering and building code approval stamps on them? I recall the Owner paying thousands for permits too. What am I missing? I clearly state on the plans, in accordance with Ron's review over the counter the other day, what, where and how much we are providing. I need instructions from somebody so we can resolve this impasse ASAP. Thanks, Phil Carhuff ________________________________ From: Nichole Kalahar Zormeier [mailto:Nichole.Kalahar@tucsonaz.gov] Sent: Friday, August 08, 2008 10:25 AM To: Philip Carhuff Cc: MarkK22222@aol.com; SonoranPalms@aol.com; Chris Coffee; David Rivera; David Roberts; Glenn Dabbs; James Femling; LeeRay Hanly; Ronald Brown Subject: RE: Pebble Creek Phase 1 approvals Phil, Glenn and I did meet onsite with Chris yesterday. I have consulted with Ron Brown (ADA Accessibility), David Rivera (Zoning) and with LeeRay Hanley (Acting Building Official) regarding this site. In order for the C of O's to be approved for any of the buildings the ADA issues must be addressed on a site plan. At this point I do not have a copy of an approved plan that addresses these concerns. When will it be possible to get an approved site plan that clearly provides that information? Nichole LeeRay Sr. Building Inspector Development Services 520-837-4906 office 520-909-5154 cell >>> "Philip Carhuff" <pcarhuff@krebscarhuff.com> 08/08/2008 8:56 AM >>> Nichole: I understand you and Glenn met with Chris Coffee yesterday again on site and Phase I C of O's are still hung up on the cross slope of the two parking spaces for Phase I accessibility and you need a response from Ron Brown downtown. I instructed Chris to pad the parking spaces with asphalt overlay to take them from 2.1% to 2% (1:48). These were pretty close as is, but he will oblige the code to the specified tolerance. I brought the approved plans to Ron Brown on Wednesday and he told me (you can confirm this with him, he is not issuing a memo, he is relying on the approved plans): 1. The scope of accessibility improvements is per the approved plans and calculations shown by phase. 2. Once work is started on an accessible feature we need to make it completely conform to code ( i.e. as in padding the parking spaces). 3. We do not need to install an accessible route to the street sidewalk if it was not part of the accessible improvements and budget approved on the plans. 4. If we make changes in the field to create more accessible features than what is approved on the plans, we shall submit a revision to the third party plan reviewer who originally approved the plans, not Ron Brown. I plan on doing this in the vicinity of the two handicapped units for a later phase and a ramp to the pool deck. If Chris meets these requirements and the items I outlined below on 6/23, can you approve Phase I for occupancy next week?
