SUBJECT: Double-key dead bolt locks for 4014, 4024, 4034 E Pima St.
This is for your consideration to allow double-keyed dead bolt locks on gates that are part of the exit discharge of three assisted living homes.
The locks are needed to protect the residents who can’t understand the dangers of the public way
The buildings are classified as R4s, with interconnected smoke alarms and 13D sprinkler systems. They have a 2nd 36” exit that is from the hallway and there are lit exit signs and emergency lighting.
The buildings are separated by 20 ft and have 15ft deep rear yard that connects all three buildings.
The 2003 and 2006 IFC provides an alterative for the exit discharge
1023.6 Access to a public way. The exit discharge shall provide a direct and unobstructed access to a public way.
Exception: Where access to a public way cannot be provided, a safe dispersal area shall be provided where all of the following are met:
1. The area shall be of a size to accommodate at least 5 square feet (0.28 m2) for each person
2. The area shall be located on the same property at least 50 feet (15 240 mm) away from the building requiring egress.
3. The area shall be permanently maintained and identified as a safe dispersal area.
4. The area shall be provided with a safe and unobstructed path of travel from the building.

The owner would like to place a doubled-keyed dead bolt lock on the front gate entrance and used the 2nd exit as his approved egress, his rear yard will be used as his as his exit discharge and his other buildings as his safe dispersal area.
If approved we will require a Knox box.

This approvel is based on all factor of this property. The building is sprinkler, has interconnected smoke alarm, has a 2nd exit from a hallway, has interconnected court yard. This approvel is for this property only which includes 4014,4024, and 4034 E Pima.

For approvel owner must also:
1. Remove exit sign from frort door and place a sign on the inside of gate that it is not an exit and it is locked.
2. Document training of staff and residents of the rear exit.
3. Change emergency exit maps, and revise the emergency plan to reflect the new exit.
4.Have a knoxbox installed with keys for all gates.
5. Maintain all fire safey systems.
