ARRIVED TO SITE AND MET OFFICERS AND THEY SHOWED ME THE HSE HSE IS FULL OF PILES OF CLOTHING THRU OUT THE HSE. THERE IS NO RUNNING WATER OR GAS. CHECKED THE WATER METER IN FRONT AND IT HAS BEEN TURNED OFF BY COT WATER AND TAGGED. CHECKED GAS METER AND IT HAS BEEN PINNED. DID FIND PAPER WORK THAT ELECTRIC WILL BE TURNED OFF SOON. THE DWELLING IS VACANT DUE TO OCCUPANT HAS BEEN ARRESTED. KIDS HAVE BEEN TAKEN BY CPS. WHILE CHECKING THE DWELLING, FOUND DOORS AND WINDOWS WERE NOT ABLE TO SECURE. HAVE NOT BEEN ABLE TO FIND OWNERS OF PROPERTY. ASKED OFFICERS ON SITE AND THEY WERE NOT ABLE TO FIND OWNER BUT WERE TOLD THAT PROPERTY HAS BEEN SOLD AND TENANT REMOVED. ONCE UNABLE TO FIND A OWNER, ORDERED BATHCREST TO SITE TO HAVE SELLING SECURED. THIS PROPERTY HAD SECURITY BARS ON OPENINGS BUT WERE LOOSE OR ABLE TO PULL OFF. BACK SECTION ON PORCH AREA HAD SECURITY BAR OK AND USED THAT AS SECUREMENT. DOOR WERE SCREWED SHUT. WHILE DOING THE SECUREMENT AND ALMOST COMPLETED THE NEW OWNERS SHOWED TO SITE. I MET WITH THEM AND ADVISED WHAT HAPPENED. THEY SAID THAT A LETTER WAS SENT TO THE TENANT TO MOVE OUT AND THAT EXPIRED ON THE 26TH OF MAY. I ASKED THE NEW OWNERS WHO WAS TAKING THE FLOOR OUT AND THEY SAID THEY WERE. ASKED WHAT HAPPENED TO THE KITCHEN CABINETS AND THEY HAD THOSE REMOVED TO WORK ON THEM. THEN IT WAS VERIFIED THAT TENANT WAS SECTION 8 WHICH THE OFFICER HAD THOUGHT SHE WAS. ADVISED NEW OWNER THAT WORK SHOULD OF WAITED UNTIL THE TENANT MOVED OUT AND HE SAID HE NEEDED THE REPAIRS DONE BEFORE AN APPRAISAL DONE TO MOVE IN ON JUNE 1ST. HE WAS GOING TO PUT CERAMIC TILE ON FLOORS, PAINT WALLS, FIX KITCHEN AND BATHROOMS. TOLD HIM ABOUT GAS AND WATER BEING TURNED OFF WITH ELECTRIC TO FOLLOW. ADVISED HIM THAT UTILITIEW CAN BE PUT IN HIS NAME AND PROBABLY BE TURNED BACK ON. SHOWED WHERE BACK DOOR CAN BE OPENED WITH REMOVING SCREW TO GAIN ENTRY. THEY WERE GOING TO START CLEANING THE SITE AND WORKING ON REPAIRS AND ADVISED THAT THEY NEEDED TO GET WITH LEGAL AID OR LEGAL COUNSEL DUE TO THEY DON'T OWN IT. TOLD NEW OWNER THAT I WAS GOING TO MEET WITH SECTION 8 DUE TO TENANTS WERE UNDER THE PROGRAM. ASKED ABOUT THE TENANTS ITEMS AND ADVISED THAT A LEGAL QUESTION. I LEFT NEW OWNER ON SITE AND THEY WERE GOING TO WALK SITE. WILL CHECK IN 15 DAYS. |
