09/27/2007 ENGINEERING - FINAL Approved Per Nancy Laney, Executive Director of TBG, the preliminary development plan attached to the application for the Pavilion was prepared in connection with the entitlement of our property as a cultural use per the special exception approved by Mayor and Council and was intended to reflect a ten year build out of the property. At this time we are only requesting a Certificate of Occupancy for the Pavilion.

All visitor access to the Pavilion (including disable access) is from the interior of the Gardens, so that entry occurs at our Gift Shop/Entrance. Access to the Pavilion is from the south on the path approved by CODI. A direct sidewalk connection from the parking lot to the Pavilion is therefore not appropriate.

I understand the ultimate build out of the Gardens will require submittal and approval of a complete development plan in compliance with the preliminary development plan, the conditions imposed by Mayor and Council with the special exception, and the Land Use Code. This will include but not be limited to accurately reflecting the location of the bike rack, identifying water harvesting features, and paving and reconfiguring the parking lot.
