10/18/2005 INSP - INITIAL CODE ENFORCMENT Approved IN PASSING OF THE OLD PAYLESS CASHWAYS AT 7501 E 22ND ST, I VISUALLY FOUND THE GATE TO THE EAST SIDE OF PROPERTY OPEN ALLOWING ENTRY INTO THE REAR YARD OF THE BUILDING. THE FRONT SIDING GLASS DOOR WAS OPENAND UPON ENTERING THE PARKING LOT FOUND THE DOOR WAS NOT LOCKED ALTHOUGH IT HAD A HASP ON THE DOOR JAMB ITSELF. I ENTERED THE PROPERTY FROM THE FRONT DOOR AND FOUND THE LIGHTS ON INSIDE AND THE DOOR TO THE EAST AND THE REAR DOOR TO THE NORTH WERE BOTH OPEN AND UNSECURED. I CALLED RICK SALDATE TO INQUIRE ABOUT OUR JURISDICTION, WENT OVER ALL ISSUES, AND RICK MENTIONED THAT WE WOULD HAVE TO OPEN A CASE FOR THE BUILDING BEING VACANT AND UNSECURED.WHILE WALKING THE PROPERTY, DAVE MICINSKI FROM JIM CLICK AUTOMOTIVE ENTERED THE BUILDING, DAVE WAS WITH MAINTANENECE, AND HE MENTIONED THAT JIM CLICK WAS NOTIFIED BY THE FIRE MARSHALL AND ASKED TO SECURE THE BUILDING. DAVE M DID HAVE LOCKS TO SECURE THE BUILDING AT THIS TIME. I CALLED RICK SALDATE A SECOND TIME AND EXPLAINED THAT JIM CLICK REPRESENTATIVES WERE THERE TO SECURE THE BUILDING, RICK SUGGESTED I GO AHEAD AND ISSUE AND NOV FOR VACAN AND UNSECURED GIVING THE OWNER 0 DAYS TO SECURE THE BUILDING. I CALLED NICHOLE HARTMAN FOR ALL THE NECCESARY INFORMATION ON THE BUILDING, ISSUED THE NOV WHICH WAS SIGNED BY DAVE MICINSKI, AND GAVE DAVE A COPY. I ASKED DAVE FOR THE NAME OF HIS SUPERVISOR (DENNIS DECKER), AND EXPLAINED THAT HE NEEDED TO GIVE THAT COPY TO DENNIS, AND THAT SOMEBODY NEEDED TO HAVE THE UTILITIES TURNED OFF TO THE BUILDING. I THEN CALLED DENNIS DECKER MYSELF . DENNIS MENTIONED THAT LEGALLY JIM CLICK AUTO WAS NOT RESPONSIBLE FOR WHAT HAPPENS TO THE BUILDING AS THEY HAD FULFILLED THEIR LEASE AND THE BUILDING WAS SECURED WHEN THEY LEFT THE BUILDING, BUT BECAUSE THEY WERE THE LAST OCCUPANTS ON THAT PROPERTY, THEY DID FEEL RESPONSIBLE FOR SECURING THE BUILDING. I MENTIONED TO DENNIS THAT THE UTILITIES WERE STILL ON TO THE PROPERTY EVEN THOUGH RECORDS SHOWED THAT POWER WAS OFF AND JIM CLICK WAS NO LONGER RESPONSIBLE FOR PAYMENT, ( PER CONVERSATION WITH NICHOLE HARTMAN) BUT THAT SOMEBODY NEEDED TO HAVE UTILITIES SHUT OFF TO ELIMINATE ANY FUTURE HAZARDS. DENNIS DID MENTION HE WOULD CALL THE OWNER AND CALL ME BACK TO UPDATE ME ON THE SITUATION.

I CALLED JIM EGAN OF PRIME COMMERCIAL PROPERTIES WHO AS I WAS INFORMED BY AN OPERATOR, IS RESPONSIBLE FOR THIS PARTICULAR PROPERTY. I RECEIVED JIM'S VOICEMAIL, I LEFT A MESSAGE CONCERNING THE PROBLEM OF THE REAR DOOR TO THE STRUCTURE BEING DAMAGED AND UNABLE TO BE CLOSED TO COMPLETELY SECURE THE BUILDING AND INFORMED HIM THAT THE UTILITIES WERE STILL ON TO THE PROPERTY AND NEEDED TO BE TERMINATED. I ASKED HE CALL, LEFT CONTACT NUMBERS.2
