06/05/2006 INSP - FOLLOW UP CODE ENFORCE Approved MADE FOLLOW UP INSPECTION BECAUSE OF RECENT CONVERSATIONS THAT I'VE HAD WITH THE OWNER OF HIM IN NEED OF A CITY DEMO (FREE) BECAUSE OF PEOPLE ENTERNG. I FOUND PROPERTY FENCING AND THE CITYS' FENCING COMPANYS FENCING TO BE WIDE OPEN. I WILL CALL KEN VERNON THAT HE IS NOT ELIGABLE FOR THE CITY'S DEMO PROGRAM AND THAT HE IS RESPONSIBLE FOR THE SECUREMENT AND IF THE CITY OF TUCSON KEEPS SECURING IT WILL JUST ADD TO THE COSTS INCURED TO THE OWNER. ALSO IF THE INSPECTOR ORDERS CONSERTINA WIRE ON TOP OF THE FENCING, THIS WILL ALSO BE ADDED TO THE OWNER. I CALLED KIM VERNON AND TOLD HIM THAT THE FENCING HAS TO BE WELL SECURED. AND IF THIS IS NOT HAPPENING, THE CITY WILL KEEP CALLING FOR SECUREMENT WITH ITS CONTRACTOR, AND WILL IF CONCERTRINA WIRE HAS TO BE APPLIED, THEN THIS WILL HAPPEN. ALL OF THIS COST WILL EVENTUALLY GO TO MR. VERNON.
I GAVE MR. VERNON A TILL WEDNESDAY 6-7-06 TO PROPERLY SECURE PERIMETER FENCING IN ORDER FOR HIM TO SAVE MONEY. I CLOSED THE GATES WITH WIRE.
12/15/2005 INSP - FOLLOW UP CODE ENFORCE Approved SITE INSPECTION FOLLOW-UP was made after I had talked with Mr. Vernon as he is contemplating on moving in. I spoke with the electrical contractor and he did tell me that he is also running the range and the water heater. At this time there is no permanent heating possibly due to extensive repairs that may be needed because the gas was shut off.
11/10/2005 INSP - FOLLOW UP CODE ENFORCE Violation Mr. Vernon (owner) called inspector Vidal, telling him that he wants to live in the unit. Inspector Vidal told the owner that this is not possible because it is illegal to live in a unit without power and that it was stipulated in the notice that a minimum housing inspection will be required prior to any re-occupation.

Inspector Vidal and myself went to the property to speak to the owner about the situation, however there was no one home.
10/03/2005 INSP - FOLLOW UP CODE ENFORCE Approved RECEIVED A CALL FROM ANGELO THE TENANT, THAT HE WAS DONE MOVING HIS ITEMS OUT OF THE HOUSE. I WAS GOING TO MEET AT THE SITE TO FINISH THE SECUREMENT OF THE 2 REMAINING DOORS LEFT OPENED FOR THE TENANT TO MOVE ITEMS OUT OT THE HOUSE. WHILE ON MY WAY TO THE SITE I CALLED DON FROM BATHCREST TO SECURE THE 2 REMAINING DOORS. WHILE WAITING FOR THE BOARD UP, THE OWNER SHOWED UP TO THE PROPERTY AND ASKED WHY ON SITE. I DID TELL HIM THAT I WAS CALLED THAT ALL ITEMS HAVE BEEN REMOVED FROM THE HOUSE THAT THEY WERE TAKING AND I COULD SECURE WHAT NEEDED TO BE SECURED. REAR DOOR WAS SCREWED TO WOOD FRAME, FRONT DOOR KNOBS WERE TAKEN OFF AND PLACED INSIDE THE HOUSE AND THE FRONT WAS SECURED WITH PLYWOOD ALSO. AGAIN THE OWNER IS ASKING FOR THE PRICE OF THE BOARD UP AND DON AND MYSELF TOLD THE OWNER THAT WE DON'T KNOW THE PRICE THAT IT GOES THRU BILLING FROM THE CITY OF TUCSON TO THE OWNER. I WILL BE RELEASING THIS CASE TO JERRY ORTA.
09/29/2005 INSP - FOLLOW UP CODE ENFORCE Correction Required JERRY AND I MET THE TENANT ANGELO ON SITE AND WENT TO THE SUB-PANEL FOR THE ELECTRICAL ON THE EXTERIOR AND FOUND THAT IT HAD NO GROUNDING AND THE WATER BOND WAS ROMEX AND DID NOT HAVE PROER SIZE OR CONNECTION. THE SERVICE ENTRANCE WIRE THAT WAS FEEDING THE SUB-PANEL FROM THE MAIN IS WORN AT THE EXTERIOR COATING AND SHOWING SOME WIRES. THAN WENT TO THE MAIN SERVICE AND JERRY ORTA LOOKED AT THE FOUR PANELS AND 2 WERE OFF WITH NO POWER GOING TO THEM. A SMALL BOX THAT WAS FEEDING OFF THE MAIN AND HAD NO METER HAD SIGNS WHERE AN EXISTING LINE HAD BEEN PULLED WITH BREAKER BEING STORED ON TOP OF BOX. THAT BOX WAS TESTING WITH CURRENT WHICH SHOWED NOT INSTALLED PROPERLY. ONCE LOOKED INSIDE THE MAIN SERVICE, IT WAS DECIDED TO TURN POWER OFF DUE TO NOT BEING ABLE TO TURN OFF OR ON THE DISCONNECT DEVICE. HAD NO GROUNDING THAT WE COULD SEE AND HAD A WATER BOND WHICH WAS ADDED TO A HOSE BIBB ON THE EAST SIDE OF HOUSE. ONCE THAT IT WAS DECIDED TO CUT POWER OFF WE WENT THRU THE HOUSE TO CALL THE OWNER AND FOUND A SMELL OF GAS WHERE THE WATER HEATER WAS AND WAS UNABLE TO DETECT WHERE THE GAS WAS COMING FROM. DID TRY TO CALL THE OWNER SEVERAL TIMES ON HIS CELL AND HOME PHONE WITH NO RESPONCE. THE TENANTS DID TRY TO CALL WITH NO RESPONCE. CALLED SOUTHWEST GAS AND THEY SENT A TECH. HE FOUND BY THE WATER HEATER AND WAS ABLE TO FIX SOME LEAKS WHERE HE COULD LEAVE THE WATER HEATER ON. HE CHECKED THE WALL FURNACE AND WAS NOT ABLE TO LEAVE THE GAS ON TO THE WALL FURNACE DUE TO BEING DIRTY, THE VALVE WAS LEAKING AND THE FLEX LINES FOR THE GAS WHICH WERE DONE NOT TO CODE AND LAYING ON THE FLOOR. HE DID A PRESSURE TEST TO THE MAIN LINE FROM THE METER TO THE HOUSE AND IT WAS NOT HOLDING PRESSURE. HE DID ANOTHER TYPE TEST AND ALSO DID NOT HOLD. AT THIS TIME AND DUE TO NOT HOLDING PRESSURE, THE METER WAS PINNED BY SOUTHWEST GAS. OWNER SIGNED THE PAPER WORK FROM SOUTHWEST GAS DUE TO ON SITE AT TIME OF INSPECTION. AT THIS TIME I ASK THE OWNER IF HE HAD SOMEONE TO SECURE THE PROPERTY AND HE SAID NO THATS IT'S IN GOD HAND. I DID ADVISE HIM THAT A LEIN WILL BE PLACED ON THE PROPERTY UNTIL THE PAYMENT HAS BEEN COMPLETED AND HE SAID THAT WAS FINE WHICH STEPHANIE HEARD WHICH IS THE TENANT. HE WANTED TO KNOW THE PRICE AND I TOLD HIM THAT THE CITY IS BILLED THEN HE WILL BE CONTACTED ON ARRANGEMENTS FOR PAYMENT. CALLED T.E.P. FOR POWER TO BE DISCONNECTED AT THE METER AND TALK TO MARIA. SHE WAS GOING TO CALL TECH FROM THE AREA TO LET KNOW AND THAT WE WERE ON SITE. TECH CAME TO REMOVE THE METERS AND AT THIS TIME HE DECIDED TO CUT THE WIRES AT THE POLE DUE TO THE METERS WERE STILL CARRY CURRENT AND WERE UNABLE TURN OFF THE MAIN SERVICE. SHOWED THAT THE DISCONNECT DEVICE WAS UNABLE TO TURN THE POWER OFF DUE TO BEING BROKEN AND NOT CONNECTED. HE ASKED IF I HAD A PROBLEM WITH BEING TURNED OFF AT THE POLE AND I SAID NO. SO WIRES WERE CUT AT THE POLE AND METER WERE LEFT ON SITE DUE TO AGE. DID LET THE TENANTS KNOW THAT THE POWER WAS OFF. TENANT HAS SEVERAL FREINDS COMING TO HELP TO MOVE ITEMS OUT OF THE HOUSE. DUE TO THE OWNER UNABLE TO SECURE THE PROPERTY AND OWNER GIVING PERMISSION TO SECURE THE PROPERTY, I CALLED BATHCREST AND TALK TO JIM WHICH IS THE CITY OF TUCSON CONTRACTOR FOR BOARD UPS. THEY CAME TO SITE AND SECURED ALL WINDOWS, ONE DOOR ON NORTH SIDE AND GABLE ENDS WHERE OPENED WHERE BOARDS HAVE BEEN REMOVED IN 3 DIFFERENT AREAS. THESE OPENINGS WERE BLOCKED DUE TO WERE ABLE TO GAIN ENTRY TO GET INTO HOUSE. 2 DOORS WERE LEFT OPENED DUE TO THE TENANTS WERE MOVING ITEMS OUT THRU THE FRONT DOOR AND THE REAR DOOR. THESE DOORS WERE ABLE TO BE LOCKED BY THE TENANT AND WILL BE SECURED ONCE ALL ITEMS HAVE BEEN REMOVED FROM THE SITE. THE TENANT WILL CALL ONCE COMPLETED AND CAN BE SECURED. JERRY ORTA DID DO THE NOTICE OF EMERGENCY ABATEMENT AND ORDER TO VACATE. JERRY DID MEET WITH THE OWNER OF THE PROPERY TO GO OVER ON WHAT WAS HAPPENING ONE WITH THE INSPECTION AND HAVING THE POWER TURNED OFF AND THE GAS BEING PINNED AT THE METER. JERRY DID ASKED IF HE HAD AN ELECTRICIAN AND SAID HE COULD NOT BE UNTIL TOMORROW. DID GET THE NAME OF THE CONTRACTOR AND HAVE NEVER HEARD THE NAME BEFORE. THE OWNER WAS TOLD THAT THE PRIMARY REASON FOR THE SHUT DOWN WAS NO POWER TO THE HOUSE AND NO GAS TO THE HOUSE WITH OTHER VIOLATION THRU-OUT THE HOUSE STILL PENDING. THE OWNER SIGNED THE NOTICE AT SITE AND NOTICE WAS POSTED ON THE WALL IN FRONT OF THE HOUSE BY THE FRONT ENTRY. PICTURES WERE TAKEN OF VIOLATION AND BOARD-UP.
