DROVE TO LAS CASITAS APTS, TALKED WITH MAINTANENCE PERSON JESSE WHO MENTIONED THAT HE HAD GOTTEN THE OK TO REMOVE THE SHED COMPLETELY, THAT THE ITEMS WERE TO BE REMOVED FROM THE SHED BY FRIDAY AS TIME ALLOWED AND THAT THE SHED WOULD BE TAKEN OFF THE PROPERTY OVER THE WEEKEND, WAS HOPING MATERIALS WOULD BE OUT BY 7/27/05. TIM MENTIONED THAT THEY CALLED TO ALSO HAVE THE DUMPSTER REMOVED. MENTIONED I WOULD MAKE A RETURN CALL ON MONDAY 8/1/05. PICTURES WERE TAKEN.
07/25/2005 INSP - FOLLOW UP CODE ENFORCE Approved 7/25/05 VISITED SITE, WALKED EXTERIOR OF COMPLEX, FOUND FRONT GATE TO COMPLEX HAD BEEN SECURED BY CHAIN AND LOCK. REAR OF BOTH COMPLEXES HAD THE DOWNSTAIRS WINDOWS SECURED WITH 1/2" PLYWOOD, UPSTAIRS WINDOWS ARE NOT ACCESSIBLE AND MANAGEMENT WAS NOT ASKED TO SECURE THEM FOR THAT REASON. FRONT OF BOTH COMPLEXES HAD BEEN SECURED BY THE OWNERS AS REQUESTED, ALL WINDOWS HAD BEEN SECURED WITH PLYWOOD AND ALL DOORS HAD HASPS AND LOCKS APPLIED TO THE EXTERIOR OF THE DOORS. AT THE TIME OF INSPECTION HOWEVER THE FRONT DOOR OF UNIT #10 HAD ALREADY BEEN BREACHED AS DOOR WAS FOUND KICKED IN, DOOR JAMB SPLIT AND PIECES REMAINING WITH THE DOOR AND HASP. DOOR TO SHED HAD ALSO BEEN BREACHED, HASP HAD BEEN POPPED AND SCREWS TO HASP STILL VISIBLE IN THE METAL SHED, BROKEN OFF. FURNITURE THAT HAD BEEN ACCUMULATING IN THE LOT TO THE NORTH OF COMPLEX AROUND THE DUMPSTER AREA HAD BEEN REMOVED, HOWEVER THERE WERE ALREADY TWO MATTRESSES LYING AGAINST THE DUMPSTER. ALSO ENCOUNTERED TWO TRANSIENTS EXITING THE PROPERTY AS I WAS ENTERING THE COMPLEX, BUT OFFERED LITTLE INFORMATION WHEN ASKED QUESTIONS.
DRIVE TO LAS CASITAS APTS. TO INFORM MANAGEMENT OF THE BREACH. MET WITH JESSE AND TIM THAT BOTH UNIT 10 AND SHED HAD ALREADY BEEN BREACHED AND NEEDED TO BE REBOARDED. MENTIONED TO THEM BOTH THAT THERE WAS A GREAT POSSIBILITY THAT THIS COULD CONTINUE TO HAPPEN AND THAT THE PROPERTY NEEDED TO BE CLOSELY MONITERED. SUGGESTED THAT THE SHED BE REMOVED AS WELL AS THE DUMPSTER SO THAT PEOPLE QUIT DUMPING FURNITURE ON THE PROPERTY. ALSO SUGGESTED THAT IF THE PROBLEMS CONTINUE THAT THEY PUT A CHAIN LINK FENCE ACROSS THE FRONT OF DRIVE TO THE SOUTH, CHAIN THE GATE TO THE NORTH EAST, AND AD CHAINLINK FENCING ACROSS THE REAR OR EAST OF COMPLEXES TO COMPLETELY SECURE THE AREA NOT ALLOWING ANYONE INTO THE COMPLEX ITSELF. JESSE ASSURED ME THAT UNIT 10 WOULD BE SECURED AND SEE WHAT HE COULD DO TO GET SHED REMOVED.
CALLED REGIONAL MANAGER MIKE WHILE ON SITE AND RECEIVED VOICEMAIL. LEFT A MESSAGE WITH MIKE, WENT OVER ISSUES AND ALSO SUGGESTED TO MIKE ALL THE OPTIONS THAT I WENT OVER WITH JESSE AND TIM. ASKED HE RETURN MY CALL, LEFT NUMBERS FOR RETURN CALL.
07/20/2005 INSP - FOLLOW UP CODE ENFORCE Approved VISITED SITE, UPON ARRIVAL FOUND MAINTANENCE CREW SECURING STRUCTURE. AT THIS TIME ALL BUT TWO WINDOWS WHERE POWER CORDS WERE RUNNING THRU WINDOWS REMAINED UNSECURED.(ALL TOP FLOOR FRONT WINDOWS WERE SECURED AS WELL AS DOWNSTAIRS WINDOWS, EXCEPT FOR THE TWO MENTIONED) WINDOWS AT REAR OF THE UNIT LACKED APPROX 8 WINDOWSOF BEING TOTALLY SECURED. TOP WINDOWS WERE NOT TO BE SECURED AS THERE WAS NO WAY TO ACCESS WINDOWS. SPOKE WITH MAINTANENCE PERSON JESSE WHO MENTIONED THAT TIM HAD LEFT TO PICK UP HASPS AND LOCKS FOR FRONT DOORS, CHAINS FOR FRONT AND BACK GATE, AND SOME ADDITIONAL PLYWOOD. ALSO MENTIONED THAT PLYWOOD WAS TO BE PAINTED SAME COLOR AS EXTERIOR WALLS. NOV WAS ISSUED AND HAND DELIVERED TO OFFICE AT LAS CASITAS APTS. SIGNED FOR BY REGIONAL MANAGER MIKE. WILL FOLLOW UP ON 7/21/05 TO ENSURE ITEMS WERE ABATED.PICTURES WERE TAKEN. PRIOR TO DEPARTING, TIM ARRIVED ON SITE WITH ITEMS TO COMPLETE SECURING OF UNITS, TIM SAID THEY WOULD BE COMPLETED TODAY 7/20 AND THEN WOULD LATER PAINT THE PLYWOOD IN WINDOWS.
07/19/2005 INSP - FOLLOW UP CODE ENFORCE Approved 7/19/05 VISITED PROPERTY, MET TPD OFFICERS JOHN FIGUEROA AND MIKE WILLIAMS ONSITE. OFFICER FIGUEROA MENTIONED THAT THEY HAD BEEN CALLED OUT TO PROPERTY ON SEVERAL OCAASIONS IN THE RECENT WEEKS DUE TO PROPERTY BEING BREACHED AND APARTMENTS BEING OCCUPIED BY, TRANSIENTS, DRUG ATTICTS, AND PROSTITUTES. OFFICER FIGUEROA ALSO MENTIONED THAT HE WAS VERY UPSET WITH THE DNR RESPONSE TIME DUE TO HAVING AN OFFICER ON SITE FOR SEVERAL HOURS AND THEN HAVING TO COME OUT HIMSELF. HE MENTIONED THAT THEY HAD TO CALL TFD OUT TO REMOVE CHEMICALS FROM THE SHED, AND SAID FROM EXPERIANCE, HE KNEW THAT THIS WAS SOMETHING DNR TYPICALLY DOES. OFFICER FIGUEROA ALSO ASKED WHO THE DNR HEAD OF DEPARTMENT WAS BECAUSE HE FELT OUR DEPT HEAD NEEDED TO HEAR THIS BECAUSE THE TWO DEPARTMENTS WORK SO CLOSELY TOGETHER. FELT THAT TPD NEEDED TO VOICE THEIR CONCERNS TO DNR.
WALKED STRUCTURE WITH OFFICERS UNIT BY UNIT, OFFICER FIGUEROA WENT OVER HIS CONCENS SHOWING ME WHY HE WAS CONCERNED AS WE WALKED THE STRUCTURE. ASSURED OFFICER FIGUEROA THAT COMPLEX WOULD BE SECURED THE FOLLOWING DAY.
DROVE TO LAS CASITAS APTS, FIRST LOCATED MAINTANENCE PERSON TIM TO ASK HIS AVAILABILITY. WENT OVER ISSUES OF THE OLIVE TREE APTS, TIM MENTIONED THAT IT WOULD BE DIFFICULT TO HAVE WORK COMPLETED BY 7/20 AS THEY WERE DOWN TWO LABORERS BUT THAT AFTER CONFIMING SCHEDULE WITH MANAGER FELT HE COULD BE COMPLETED BY EARLY AM ON 7/21. TIM MENTIONED THAT THEY ALREADY PURCHASED PLYWOOD IN ONE OF THE UNITS AS THEY WERE SUPPOSED TO HAVE STARTED PROJECT SOME TIME AGO
MET WITH MANAGER KRISTINA WHO MENTIONED THAT SHE WOULD GET STARTED ON PROJECT ASAP. I EXPLAINED TPD'S INVOLVEMENT, THAT TPD WAS UPSET ABOUT CONTINUALLY BEING CALLED TO THE PROPERTY. WILL FOLLOW UP ON 7/20 WITH A 24 HR NOV TO ALLOW MAINTANENCE TIME TO HAVE WORK COMPLETED. ASKED THAT NOT ONLY STRUCTURE BE REMOVE BUT TO ALSO REMOVE TRASH, DEBRIS, AND ALL FURNITURE LEFT ON PROPERTY. PICTURES WERE TAKEN.
05/27/2005 INSP - FOLLOW UP CODE ENFORCE Approved 5/27/05 VISITED SITE, MET WITH MAINTANENCE PERSON TIM, AND REGIONAL MANAGER MIKE, ON SITE TO CONFIRM THAT ALL VACANT UNITS HAD BEEN SECURED. WALKED PROPERTY WITH TIM, DID FIND THAT ALL UNITS WERE SECURED. ALL BROKEN WINDOWS HAD BEEN PLYWOODED, OR IF LOCKS WERE NOT WORKING ON DOORS A HASP AND LOCK HAD BEEN ADDED. SHED TO THE N/E OF PROPERTY ALSO HAD BEEN SECURED. MIKE ALSO MENTIONED ANOTHER TENANT WAS TO BE MOVING OUT THAT DAY ALLOWING MANAGEMENT TO MOVE CLOSER TO START DATE FOR RE-HABING UNITS. PICTURES WERE TAKEN.
