DBL CHECKED CRACKED AND BROKEN WINDOWS AND FOUND THAT WINDOW PANES HAD BEEN REPLACED. CALLED AND SPOKE WITH OWNER OF PLUMB PLUMBING WHO MENTIONED HE HAD RECENTLY COMPLETED DRAWING TO SUBMIT TO DSD TO SECURE PERMIT, AND MENTIONED HE WOULD BE WALKING DRAWINGS THERE HIMSELF. PICTURES WERE TAKEN. WILL CHECK ON PERMITS IN 7 DAYS. | |
10/03/2005 | INSP - FOLLOW UP CODE ENFORCE | Approved | VISITED SITE, TOOK PICTURES. WALKED TO THE NEXT HOUSE OVER TO OBSERVE THE ROOF, FOUND THAT NEW ROLLED ROOFING AND METAL EDGE HAD BEEN APPLIED TO THE ROOF, A COMPLETE NEW ROOF. WENT TO UNIT 529 WHERE WE FOUND AND OPEN DOOR, INSIDE WERE THE MAINTANENCE PEOPLE CLEANING THAT UNIT. MET WITH VICTOR WHO MENTIONED HE WAS THERE CLEANING, I EXPLAINED TO HIM WHY WE WERE THERE, HE ASKED IF WE WANTED TO INSPECT UNIT 529, VICTOR OPENED THE UNIT AND ALLOWED ENTRY. DURING MY LAST INSPECTION I HAD FOUND THAT OWNER WAS HAVING NEW A/C UNITS PUT IN EACH UNIT, HOTWATER HEATERS WERE CHANGED OUT FROM THE KITCHEN AND PUT OUTSIDE, AND THE ELECTRICAL HAD BEEN UPGRADED. AT THAT TIME I ASKED OWNER, DENNIS DECKER, IF HE HAD PULLED PERMITS, HE WAS UNSURE, THOUGHT THAT THE SUB-CONTRACTORS HAD INCLUDED THAT IN THEIR BIDS, I HAD ASKED HE MAKE SURE PERMITS WERE PULLED. DURING MY CURRENT INSPECTION FOUND HOTWATER HEATERS WERE CHANGED AND TO CODE BUT FOUND NO PERMITS HAD BEEN SECURED. A/C DUCT WORK HAD BEEN INSTALLED, A/C UNITS AND AIR HANDLERS HAD NOT, NO PERMITS HAD BEEN SECURED. NEW ELECTRICAL DISCONNECTS AND ELECTRICAL SERVICE UPGRADES HAD BEEN COMPLETED AND FOUND PERMITS HAD BEEN PULLED FOR THE ELECTRICAL BY THE ELECTRICAL CONTRACTOR. FOUND THAT ALL ITEMS EXCEPT FOR TWO HAD BEEN ABATED. THE TWO REMAINING ITEMS WERE: >FIREPLACE APPEARED TO STILL BE USABLE AND NEEDS TO BE SOMEHOW CAPPED OFF. >WINDOW PANES REMAINED CRACKED AND NEED TO BE REPLACED. TWO DIFFERENT WINDOWS, ONE FRONT, ONE BACK. FOUND ALL OTHER ITEMS TO BE ABATED.FOUND ALL HOLES IN WALLS AND CEILING HAD BEEN REPAIRED AND THE ENTIRE UNIT TO HAVE BEEN RETEXTURED TO MATCH THROUGHOUT THE UNIT. BATHROOM HAD ALL WALLS TILED UP TO APPROX. 48 INCHES, AND A BATH FAN HAD BEEN INSTALLED AS WELL AS A GFCI OUTLET. STUCCO PATCHES HAD BEEN COMPLETED TO THE ENTIRE STRUCTURE, COOLER STANDS HAD BEEN REMOVED AND ALL HOLES PATCHED. I WANT TO NOTE THAT THE OWNER HAS GONE OVER AND BEYOND MAKING THE NECCESARY REPAIRS AND MORE TO UPGRADE NOT ONLY THE UNIT IN QUESTION BUT THE ENTIRE 4-PLEX. WILL FOLLOW UP WITH THE PERMITS AND THE TWO REMAINING ITEMS LEFT UNABATED. |

08/31/2005 | INSP - FOLLOW UP CODE ENFORCE | Approved | VISITED SITE, MET WITH OWNER DENNIS DECKER. ENTERED UNIT BELOW 531 DUE TO EXTENSIVE CONSTRUCTION BEING CONDUCTED IN THAT UNIT. DENNIS MENTIONED THAT NEW A/C UNITS WERE REPLACING COOLERS IN ALL APTS., NEW DUCT WORK WAS BEING ADDED, ELECTRICAL WAS BEING UPGRADED, NEW DRYWALL REPLACING THE OLD, AND A NEW ROOF HAD BEEN ADDED. MR. DECKER MENTIONED THAT HE HAD BECOME AWARE OF THAT THE 4- PLEX NEEDED QUITE A BIT OF WORK, SO HE SECURED BIDS FOR ALL THE DIFFERENT PROJECTS AND THEN CAME INTO TOWN WHILE WORK WAS UNDER WAY. I ASKED IF HE HAD SECURED PERMITSFOR THE NEW A/C UNITS, ELECTRICAL, AND WATER HEATER CHANGE OUTS. DENNIS SAID THAT HE WAS UNDER THE IMPRESSION THAT IT WAS TAKEN CARE OF BY THE CONTRACTORS AND OR STACY SCHWARTZ, PROPERTY MANGER, BUT SAID HE WOULD CHECK TO BE SURE PERMITS ARE PULLED. WILL FOLLOW UP WITH STACY SWARTZ AND CHECK PERMITS PLUS. DENNIS ALSO MENTIONED THAT BECAUSE OF ALL THE ADDITIONAL WORK BEING DONE, THAT AN EXTENSION WOULD BE NEEDED TO COMPLETE WORK REQUIRED ON THE NOV. WILL GRANT AN EXTENSION DUE TO SOME OF WORK ON NOV WILL BE ABATED THROUGH THE UPGRADES BY THE OWNER. ASKED OWNER TO PLEASE NOTIFY DNR PRIOR TO OCCUPYING UNIT #531. HE MENTIONED HIMSELF OR STACY WOULD CONTACT DNR. AA BUSINESS CARD WITH CONTACT NUMBERS WAS GIVEN TO OWNER. NO PICTURES WERE TAKEN. BACK AT THE OFFICE I CHECKED PERMITS PLUS FOUND NO PERMITS HAD BEEN PULLED FOR ANY WORK. CALLED STACY SCHWARTZ, RECEIVED VOICEMAIL AND LEFT MESSAGE CONCERNING PERMITS AND WHAT I HAD FOUND. ASKED STACY TO PLEASE CONTACT. |

07/25/2005 | INSP - FOLLOW UP CODE ENFORCE | Approved | VISITED SITE, WALKED THE PROPERTY AND FOUND THAT NOTHING HAD BEEN DONE TO ABATE ANY ISSUES ON THE EXTERIOR, ROOF SHINGLES WERE SAME AS LAST INSPECTION IF NOT WORSE. FOUND "FOR RENT" SIGN IN THE FRONT YARD, AND APARTMENT 531 STILL VACANT AS WELL AS APARTMENT BELOW. CALLED PROPERTY MANAGEMENT COMPANY (TUCSON REALTY) RECEIVED SECRETARY WHO MENTIONED PERSON RESPONSIBLE FOR THAT PROPERTY WAS STACIE SWARTZ, ASKED IF STACIE COULD RETURN MY CALL. RECEIVED NO RETURN CALL AND CALLED AGAIN LATER THIS TIME LEAVING A MESSAGE WITH SECRETAY MENTIONING THAT THIS WAS URGENT AND ASKED THAT STACIE CALL ASAP, WENT OVER ISSUES, SECRETARY MENTIONED THAT SHE WOULD HAVE STACIE CALL BACK THIS AFTERNOON. NO RETURN CALL. 7/26/05 MADE A PHONE CALL AGAIN TO STACIE SWARTZ WHO MENTIONED THAT TENANT MAX VALDEZ HAD MOVED OUT OF APARTMENT ON 6/15/05 AND THAT MAINTANENCE DID GO IN AND REMOVE ANY UNWANTED ITEMS LEFT IN APARTMENT. MENTIONED THAT ALTHOUGH THERE IS A RENT SIGN IN THE FRONT YARD THE APARTMENT WOULD NOT BE GOING UP FOR RENT UNTIL SEPT. 1, AS OWNER HAS DECIDED NOT ONLY TO DO THE WORK ON NOV, BUT TO DO ADDITIONAL UPGRADES TO THE 4 PLEX AND TO DO THE WORK IN THE UNIT BELOW ALL AT ONE TIME. STACIE MENTIONED THAT A/C WAS BEING ADDED TO ALL UNITS AND THAT A ROOF BID AND A BID FOR RE-STUCCOING OR PATCHING THE EXTERIOR WALLS HAD BEEN RECEIVED. WERE LOOKING AT RE-ROOFING AS APPOSED TO PATCHING ROOF AS WELL. I ASKED IF THIS MEANT A EXTENSION WAS NEEDED, STACIE MENTIONED THATS WAS WHAT SHE WAS TRYING TO SAY. ASKED IF SHE WAS PULLING PERMITS FOR NEEDED WORK, SHE SAID SHE WAS. WILL GRANT A 30 DAY EXTENTION. |

05/26/2005 | INSP - FOLLOW UP CODE ENFORCE | Approved | 5/26/O5 UPON ARRIVING I MET WITH TENANT MAX, WENT OVER ISSUES ON NOV. BEFORE INSPECTION MAX WANTED TO GO OVER OTHER ISSUES. SHOWED ME HIS MAJOR ISSUE WHICH WAS IN THE REAR BEDROOM CLOSET. IT APPEARED AS IF THEIR WAS A LEAK EVIDENCED BY PAINT ON CEILING FLAKING AND PEALING AND IT APPEARED AS IF PLASTER WAS DETERIORATING DUE TO LEAK, THERE WAS ALSO SAND FROM THE PLASTER ON THE FLOOR. MAX ASKED IF I MINDED WALKING AROUND THE CORNER SO THAT HE COULD SHOW ME A GOOD VIEW OF THE ROOFING MATERIAL MISSING OR BLOWN OFF THE ROOF BY WINDS. I SAID NO PROBLEM IF THAT WAS THE ONLY WAY TO SEE THE ROOF. WE DID WALK AND I WAS ABLE TO SEE FROM THE CORNER STREET THAT THERE WAS INDEED ROOFING MATERIALS MISSING ON THE SOUTHEAST SECTION OF THE ROOF. I EXPLAINED TO MAX THAT I WAS GOING TO GO AHEAD AND INSPECT THE EXTERIOR OF THE HOUSE PRIOR TO INSPECTING INSIDE. MY FINDINGS ARE AS FOLLOWS: EXTERIOR: >ROOF HAS LARGE SECTION ON SOUTH SIDE?EAST CORNER WHERE ROOFING HAS BEEN DAMAGED OR BLOWN OFF. >EXTERIOR STUCCO ON SOUTH SIDE SHOWS LARGE CRACKS, PERHAPS WHERE STUCCO IS PULLING AWAY FROM THE WALL (BUBLING OF STUCCO HAS APPEARED). AND WINDOW POP-OUT ON 2ND FLOOR WINDOW HAS DETERIORATED. > FASCIA ON SOUTHWEST CORNER OF STRUCTURE HAS DETERIORATED AND IS FALLING OFF. >TREE ON N/E CORNER OF THE STRUCTURE IS LAYING ON THE ROOF/ TRIM THE TREE SO AS NOT TO DANMAGE THE ROOF. >NORTH SIDE / CENTER: STUCCO IS ALSO PULLING AWAY FROM THE WALL. >EAST SIDE, 2ND FLOOR WINDOW HAS A BROKEN PANE. EXTERIOR ELECTRICAL: >CONDUIT HAS BEEN RUN ALONG SOUTHSIDE OF BUILDING.BOTH TOP AND BOTTOM FLOOR. JUNCTION BOX LACKS COVER PLATE.POSSIBLE WORK WITHOUT PERMITS. >ELECTRICAL SERVICE PANEL LACKS FILLER PLATE AND HAVE HOT AND NUETRAL WIRES ON SAME BUS BAR. INTERIOR ELECTRICAL: >ELECTRICAL TO BASE BOARD HEATERS WAS BROUGHT IN FROM EXTERIOR CONDUIT, PROBABLE WORK WITHOUT PERMITS. >PHONE LINES ARE FRAYED AND LEFT HANGING. >BATHROOM RECEPTICLE IS LOOSE, SHOWS OPEN GROUND, NOT GFCI PROTECTED. >LIVINGROOM LIGHT LACKS LIGHT BULBS. PLUMBING: >HOTWATER HEATER DRAIN DRAINS UP/ NOT LEGAL POSSIBLE WORK W/O PERMITS. INTERIOR FEATURES: >LIVINGROOM CEILING SHOWS SIGNS OF CRACKING. CEILING HAS BEEN PATCHED(QUALITY TERRIBLE). POSSIBLE ROOF LEAKS. >FIREPLACE IS NOT A FUNCTIONING FIREPLACE AND SHOULD SOME HOW BE DESIGNATED AS SUCH OR TERMINATED. >KITCHEN CEILING AROUND HOTWATER HEATER VENT IS DAMP AND DETERIORATING. CEILING IS DAMP. >SMALL HOLE AT THE END OF TUB NEEDS PATCHING. >CEILING IN BAHTROOM APPEARS TO BE TURNING BLACK. PROBABLY NEEDS VENTILATION (OTHER THAN WINDOW). >PAINT ON CEILING IN CENTER BEDROOM IS PEELING AND FLAKING. >HOLE IN WALL AT EAST END OF HALLWAY NEEDS TO BE PATCHED. >CLOSET CEILING IN BEDROOM AT EAST END OF HALLWAY IS DETERIORATING DUE TO PAINT PEELING AND FLAKING, SAND FROM PLASTER ON THE FLOOR. EXPLAINED TO MAX INSPECTION WAS COMPLETED AND THATI WOULD BE ISSUING AN NOV. EXPLAINED HOW THAT WORKED. MAX ASKED IF HE COULD PROVIDE INFORMATION CONCERNING INITIAL WALK THRU WENT HE RENTED THE APT. INFO WILL BE IN FOLDER. MAX ALSO INFORMED ME THAT HE WAS MOVING OUT, THAT HE HAD ALREADY FOUND ANOTHER APARTMENT WHICH HE WAS MOVING INTO. WAS IN THE PROCESS OF PAINTING AND WOULD BE MOVING WITH IN THE WEEK. |
