EXPLAINED WHY I WAS THERE, HE ASKED IF I WOULD TALK TO HIS SUPERVISOR. FIRST WENT TO APT #4, KNOCKED ON DOOR,SPOKE WITH TENANT ROBERT GUILLEN. ROBERT MENTIONED THAT HE HAD NOT CALLED DNR, THAT HE HAD JUST MOVED IN. SAID THAT MAINTANENCE WAS SUPPOSED TO TAKE CARE OF REPAIRS AND PAINTING BUT HAD NOT SHOWED UP TO DO ANY WORK SO HE WAS PAINTING THE UNIT ON HIS OWN. OWNER PROVIDED PAINT. I TOLD HIM OF PREVIOUS TENANTS PROBLEMS, AND ASKED IF HE WOULD STILL LIKE ME TO INSPECT THE UNIT, HE SAID YES. TOLD HIM I FIRST NEEDED TO TALK TO MAINTANENCE, AND THAT I WOULD RETURN. SPOKE WITH DAN, HEAD OF MAINTANENCE WHO WAS TAKING CARE OF LANDSCAPING AT THE TIME. DAN SAID HE WORKED FOR OWNER MARK MORITZ. SAID THAT OWNER WAS VERY STINGY PERSON WHEN IT CAME TO MAINTAINING HIS UNITS, AND THAT IT WAS DIFFICULT TO OBTAIN MONEY OR MONEY FOR SUPPLIES FOR PARTS TO MAKE REPAIRS. SAID ALOT OF THINGS WENT BY THE WAY SIDE (MAINTENANCE). EXPLAINED PROCEDURES FOR INSPECTION AND NOV, AND INFORMED HIM I WOULD BE INSPECTING UNIT #4. TOLD HIM I WOULD GO OVER FINDINGS WITH HIM. WENT BACK TO #4 EXPLAINED TO ROBERT GUILLEN HOW INSPECTION WORKED INCLUDING NOV FOLLOW UP, HE ALLOWED ENTRANCE, MY FINDINGS ARE AS FOLLOWS: ELECTRICAL: LIVING ROOM RECEPTICLE/WEST WALL SHOWS OPEN GROUND. FOUR OUTLETS IN LIVINGROOM LACK COVER PLATES. OULETS ABOVE COUNTER TOP, WITHIN 6' OF KITCHEN SINK LACK GFCI PROTECTION. S/E BEDROOM, S/E CORNER RECETICLESHOWS OPEN GROUND. CEILING FAN IN BATHROOM NOT WORKING. GFCI RECEPTICLE IN BATHROOM DOES NOT TRIP. ELECTRICAL WALL HTR IN BATHROOM NOT WORKING. ELECTRIC BASEBOARD HEATERS IN NORTH AND SOUTH BEDROOMS NOT WORKING AND HAVE WIRING EXPOSED. INTERIOR FEATURES: FRONT DOOR LACKS WEATHER STRIPPING, IS NOT PROPERLY INSTALLED, AND THE DOOR IS SAGGING. CEILING IN LIVINGROOM APPEARS TO BE LEAKING EVIDENCED BY BROWN WATER SPOTS ON CEILING. KITCHEN CABINET DOORS NEED ADJUSTING EVIDENCED BY DOORS SEVERELY LEANING. SIX INTERIOR DOORS ARE OFF THEIR HINGES, OR ARE MISSING. SOUTH/EAST BEDROOM DOOR JAMB IS CRACKED, NEEDS REPAIRS. HOLE IN DRYWALL, SOUTH/EAST BEDROOM NEEDS REPAIR. CEILING IN N/E BEDROOM APPEARS TO ALSO BE LEAKING EVIDENCED BY WATER SPOTS. CEILING IN BATHROOM SHOWS SIGNS OF MOLD, AS WELL AS MOLD ALONG THE BASEBOARD. TUB NEEDS TO BE CAULKED ALONG TOP OF TUB/BASE OF TILE. PLUMBING: GARBAGE DISPOSAL NOT WORKING (JUST HUMS WHEN TURNED ON). TOILET RUNS CONTINOUSLY. EXTERIOR OF (3) UNITS: PORCH RAFTERS LACKING RAFTER HANGERS (ALL 5 PORCHES ON EXTERIOR OF UNITS). BURNT OUT TRAILER ON EAST SIDE OF NORTH STRUCTURE NEEDS TO BE REMOVED FROM PROPERTY. MOTION DETECTOR LIGHT ON PORCHES G AND C ARE USING EXTENSION CORD IN LIEU OF WIRING. AT COMPLETION OF INSPECTION, MAINTANENCE PERSON, DAN PUT ME IN TOUCH WITH OWNER MARK MORITZ, MARK MENTIONED THAT HE KNEW THERE WERE MINOR REPAIRS NEEDED AT THE COMPLEX. I EXPLAINED INSPECTION PROCEDURE AND HOW NOV WORKS TO OWNER, HE SAID TO PLEASE SEND THE NOV AND THAT HE WOULD HAVE VIOLATIONS ABATED. ALSO MENTIONED THAT HE KNEW OF ROOF LEAKS ABOVE UNIT #4 BUT THOUGHT LEAKS HAD BEEN TAKEN CARE OF. DAN MENTIONED ONLY MINOR PATCHING HAD BEEN DONE. NOV IN PROGRESS!
