03/29/2005 | INSP - INITIAL CODE ENFORCMENT | Approved | 3/29/05 MET WITH TENANT IN UNIT A-2, CHERYL,SHE MENTIONED THAT MAINTANENCE PERSON HAD COME BY ON 3/28/05 AND HAD MADE REPAIRS TO STOVE, FIXED SHOWER HEAD AT TUB, REPAIRED THE TOILET, AND LOOKED AT THE FURNANCE BUT SAID HE WOULD HAVE TO COME BACK ON THE FURNANCE. I MENTIONED TO CHERYL THAT SINCE WE HAD BEEN CALLED OUT, I WOULD NOW HAVE TO MAKE A COMPLETE INSPECTION ON THE UNIT. MY FINDINGS ARE AS FOLLOWS: THERMOSTAT STILL NEEDS TO BE REPAIRED ON WALL HEATER. FRONT DOOR LACKS WEATHER STRIPPING AND IS MISSING DOOR TRIM INSIDE. THE DOOR IS DAMAGED AT THE KNOB AREA, AND THE DEADBOLT HAS BEEN INSTALLED UPSIDE DOWN. SMOKE DETECTOR IN LIVING ROOM DOES NOT WORK. BURNT SPOT( ? ) ON CEILING NEEDS PAINT. WHERE THE GAS LINE ENTERS THE KITCHEN FOR STOVE,THERE IS A HOLE IN BLOCK AND NEEDS PATCHING. GAS LINE TO WATER HEATER LACKS SHUT OFF VALVE. WATER HEATER LACKS DRAIN TO EXTERIOR, AND FLUE NEEDS TO BE SEALED AT THE JOINTS. WINDOW IN BEDROOM IS CRACKED. TUB NEEDS TO BE PROPERLY RE-SEALED. BATHROOM DOOR NEEDS TO BE RE-PAINTED, PAINT IS PEELING OFF. CARPET IS WORN THROUGH-OUT THE HOUSE, NEEDS STRETCHING, AND EVEN HAS MOLD ON TOP OF CARPET IN LIVINGROOM AREA. SPOKE WITH CHERYL, INFORMED HER THAT UNITS HAD NEW OWNER, THAT GRIJALVA REALTY WAS THE NEW PROPERTY MANAGER, AND THAT THEY WERE ONSITE MAKING REPAIRS AT THIS TIME. MENTIONED THAT I WOULD SEND THIS INFORMATION TO THEM SO THEY COULD ADDRESS THESE ISSUES ASAP. MET WITH MAINTANENCE PERSON, JOE, WENT OVER ISSUES IN UNIT A-2, HE MENTIONED REPAIRS ALREADY MADE AT THIS TIME. I TOLD HIM I WOULD BE SENDING MY FINDINGS TO GRIJALVA REALTY FIRST, AND THEN THEY COULD GIVE HIM THE LIST OF REPAIRS. NOTICE OF VIOLATION TO FOLLOW. WHILE ON SITE, I MET WITH MAINTANENCE PERSON JOE, ONSITE TO BEGIN REPAIRS ON UNITS.I FOUND MANY WINDOWS HAD ALREADY BEEN REPAIRED, AS WELL AS DOORS AND KNOBS. I ALSO FOUND KATHEY DELANEY AND JIM JOHNSON REMOVING TRASH AND DEBRIS FROM ALL VACANT UNITS, HER GUESS WAS THAT THEY FINISH THAT ON 3/30/05, AND WOULD THEN BEGIN MINOR REPAIRS AND PAINTING OF UNITS. ALSO MET WITH ELECTRICIAN FROM OCEANSIDE ELECTRIC, HE SAID HE WAS THERE TO ADD MOTION DETECTOR LIGHTS TO THE OUTSIDE AREA, WE TALKED ABOUT NEEDING PERMITS FOR ANY ADDED CIRCUITS, HE SAID HE UNDERSTOOD. WHEN FIRST ENTERING THE SITE, I SAW THAT THE POOL WAS BEING DRAINED, AND IT IS MY UNDERSTANDING THAT THE POOL WILL EVENTUALLY BE FILLED IN AND ELIMINATED, PER GRIJALVA SECRETARY. IT IS ALSO MY UNDERSTANDING PER MAINTANENCE PERSON, JOE, THAT WROUGHT IRON GATES ARE TO BE REPAIRED, LOCKS INSTALLED, YET CHAINED IN THE EVENINGS AND TO BE OPENED BY SECURITY AT 6:OO AM ( SECURITY TO BE BROUGHT IN ONSITE). WHILE ONSITE I DID A FOLLOW-UP INSPECTION ON ALL UNITS, TO FIND OUT WHICH UNITS WERE OCCUPIED OR VACANT, SECURED OR UNSECURED, AND WHICH UNITS STILL HAVE BROKEN WINDOWS OR DOORS. MY FINDINS WILL BE IMPUT UNDER PREVIOUS CASE IN WHICH WE POSTED AN NOV FOR ALL OF THE ABOVE. ALSO MET WITH CHARLES, UNIT D-2, WHERE WE HAVE A OPEN CASE. CHARLES MENTIONED THAT THE WALL HEATER STILL HAD NOT BEEN REPLACED, AND THAT HE NOW HAD ADDITIONAL PROBLEMS. TUB DOESN'T DRAIN PROPERLY, STOVE NOT WORKING PROPERLY, DOOR JAMB SPLIT AND CAN SEE DAYLIGHT WHEN DOOR CLOSED, AND REFRIGERATOR IS LEAKING WATER. WILL IMPUT NOTES WITH PROPER CASE. ALSO ASKED FOR NOTICE THAT WAS BEING PUT ON EACH UNIT DOOR FROM GRIJALVA REALTY, WILL ENTER IN FILE.
