03/24/2006 INSP - FOLLOW UP CODE ENFORCE Approved VISITED SITE, MET WITH BERTHA WHO MENTIONED THAT SHE WAS THE LEASING AGENT ONLY. I ASKED BERTHA THE STATUS OF ALL THE APARTMENTS. BERTHAS MENTIONED THAT ALL APARTMENTS HAD BEEN RENOVATED, WALL HEATERS HAD BEEN LEFT IN PLACE BUT HAD BEEN REPLACED WITH HEAT/COOL ELECTRICAL WALL UNITS WHICH I DID SEE IN PLACE ALL UNITS. I EXPD TO BERTHA WHY I WAS THERE EXPD THE PAST HISTORY. BERTHA ASKED IF I NEEDED TO GET INTO THE UNITS, ALSO EXPD THAT NEW APPLIANCES WERE INSTALLED WHERE NEEDED. I HAD SEEN WHAT WAS BEING DONE AS FOR AS RENOVATIONS TO THE INTERIOR OF THE UNITS WHEN I LAST VISITED THE COMPLEX, SO I DID NOT FEEL I NEEDED TO INSPECT UNITS INDIVIDUALLY. I DID WALK THE OFFICE AND FOUND THAT IT HAD BEEN COMPLETELY RENOVATED WAS ONLY LACKING APPLICANCES. ALL ELECTRICAL WAS COMPLETED, PAINT, DOORS, GLASS WINDOWS ALL IN PLACE. I EXPD TO BERTHA THAT I WOULD WALK THE EXTERIOR AND TAKE PICTURES OF WHAT I FIND. I WALKED THE EXTERIOR FRONT AND REAR OF ALL UNITS, FOUND THAT ALL WINDOWS HAD BEEN REPLACED, DID NOT FIND ANY BROKEN WINDOWS. ALL FRONT DOORS HAD BEEN REPLACED WITH NEW METAL DOORS AND LOCKING MECHANISMS. ALL EXTERIOR LIGHTING AT THE FRONT OF EACH UNIT HAD NEW FIXTURES (LIGHTS). EACH UNIT WAS ALSO SUPPLIED WITH NEW WALL A/C UNITS, HEAT AND COOL. SOME UNITS, LARGER UNITS HAD TWO A/C UNITS ONE PLACED IN THE FRONT, THE OTHER PLACED IN THE REAR OF EACH UNIT. AREA LIGHTS WERE ALSO PLACED IN THE REAR OF THE NITS, HALL AREAS THAT WOULD BE DARK IN THE EVENINGS, AND AREA LIGHTS PLACED IN THE FRONT OF THE COMPLEXES. I FOUND THE GATES TO THE EAST AND WEST OF THE COMPLEXES TO BE LOCKED WITH KEYS, DEADBOLTS, THE FRONT GATE AND REAR GATE (WHICH OPENED TO THE REAR PARKING AREA AND OTHER UNITS) WERE BOTH LEFT UNLOCKED TWO GATES TO THE REAR PARKING (EXIT GATES) WERE LEFT OPEN AT THE TIME BUT ARE NORMALLY LOCKED IN THE EVENINGS. THERE WERE SURVEILANCE CAMERAS PLACED THROUGHOUT THE COMPLEX. THE EXTERIOR OF THE UNITS AND OUTSIDE THE GATES OF THE COMPLEX HAD BEEN NICELY RELANDSCAPED. THE EXTERIOR OF ALL UNITS HAD BEEN REPAINTED AS WELL. THE POOL AREA HAD BEEN FILLED IN AND THE AREA LANDSCPED. GRAVEL COMPLETELY COVERED THE GROUND OF THE COMPLEX.

THE HSE TO THE EAST WAS ALSO FOUND TO HAVE BEEN RENOVATED THE EXTERIOR OF THE HSE WAS ALSO REPAINTED THE REAR YARD WHERE APPLIANCES HAD BEEN STACKED WALL TO WALL ALSO HAD BEEN REMOVED, THE SAME TENANTS ARE STILL INSIDE THE UNIT, BUT ALL REPAIRS WERE MADE TO THE UNIT.

ALSO CALLED OWNER ARCELLA TO SEE WHAT IS GOING ON AND THAT THEY NEED TO KEEP UP ON THIS AND NOT THE CITY TO TELL WHAT NEEDS TO BE SECURED, ARCELLA STATED THAT SHE WILL HAVE MGMT CARRIE WALK PROPERTY DAILY TO SEE IF ANY PROBLEMS, REASON THEY GIVE IS THAT THEY HAVE EVICTED 11 RESIDENTS AND THEY CAME BACK AND VANDALIZED PROPERTY, TRYING TO RID OF BAD TENNANTS. ARCELLA IS IN PROCESS OF SELLING PROPERTY, PROPERTY IS TO BE CLOSED ON HOPEFULLY THIS WEEK AND NEW OWNER TO TAKE OVER.
03/21/2005 INSP - FOLLOW UP CODE ENFORCE Correction Required 3/17/05, REVISITED SITE, TOOK PICTURES, FOUND MOST OF UNITS SECURED, WITH THE EXCEPTION OF 4, TALKED WITH MANAGER CARRIE WHO STATED THAT MAINTENANCE RAN OUT OF MATERIAL AND ARE AT HOME DEPO RIGHT NOW GETTING MORE MATERIALS, I STATED I WOULD BE BACK ON MONDAY, CARRIE STATED SHOULD BE DONE.
