RESIDENT, RHONDA, WAS NOT HOME AT THE TIME, BUT FRIENDS WERE, I TALKED WITH FRIENDS WHO STATED THAT SHE WAS GOING DOWN TO PAY BILL TODAY, I ASKED WHEN RHONDA WILL BE HOME, FRIENDS STATED AROUND 4:00 PM. I EXPLAINED TO FRIENDS THAT I WOULD WAIT UNTIL 4:00PM AT WHICH TIME I WOULD RETURN TO PROPERTY AND IF RHONDA IS INFACT PAYING BILL , SHE WILL HAVE A RECEIPT, AND IF SHE CAN SHOW RECEIPT AND IF RESTORING OF ELECTRICAL IS TO BE THE FOLLOWING DAY,I WILL NOT NEED TO DO A SHUT DOWN OF DWELLING, I WILL DO A 24 HR NOTICE OF VIOLATION. RETURNED TO PROPERTY ABOUT 4:45 PM, RHONDA IS NOT HOME, BUT ANOTHER FRIEND ANSWERED THE DOOR, I EXPLAINED THAT I WOULD BE SHUTTING DOWN THE DWELLING. HE STATED THAT I DID NOT NEED TO EXPLAIN ANY MORE , TO GO AHEAD , THAT HE KNEW THE PROCESS AND THAT THEY HAD TO BE OUT. WROTE UNFIT TO OCCUPY, NOV, POSTED ON DOOR AND TOOK PICTURES. LEFT SITE. A MINIMUM HOUSING INSPECTION WILL BE REQUIRED BEFORE REOCCUPYING THE UNIT. DID TALK WITH KERRY, OFFICE MANAGER, WENT OVER THE ISSUES OF UNIT D-2, AT THAT TIME WE ALSO LET HER KNOW THAT WE PROBABLY WOULD BE SHUTTING DOWN UNIT C-5, AND HER RESPONSIBILITIES AS ACTING MANAGER MAKING SURE NO ONE WAS IN THAT UNIT AFTER DARK.
