1. All Protected Native Plants shall be planted in locations able to support their long-term health and survival and shall be planted in densities and configurations to approximate the natural character of the Sonoran Desert. Portions of the landscape buffer along Wilmot Rd. were not planted according to the approved plan.

2. On-site monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation shall be provided during project construction at the expense of the developer for all residential development that is over five (5) acres The monitoring shall be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in LUC 3.8.4. Monitoring report is required as to the disposition of preserved or transplanted protected native plants.

3. All required landscaping, irrigation systems, walls, screening devices, curbing, and detention basin landscape improvements on the site or within the abutting right-of-way shall be maintained as shown on the approved plans. The property owner is responsible for proper maintenance to achieve permanent, safe, and successful landscaping as required by this Division. Failure to maintain the improvements or landscaping required by this Division constitutes a violation, per LUC 3.7.6. Street buffer along I-10 frontage has not been maintained.

4. Except as otherwise provided by this Division and as stated on the approved plat, the area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate inorganic ground cover, such as decomposed granite. Dust cover is not installed along Wilmot Rd. ROW.
