The Tucson Fire Code states:

315.2.1 Ceiling clearance. Storage shall be maintained 2
feet (610 mm) or more below the ceiling in nonsprinklered
areas of buildings or a minimum of 18 inches (457 mm) below
sprinkler head deflectors in sprinklered areas of buildings.

Although sometimes, 18 inches below sprinkler heads may be impractical due to shelving space, etc…, enough room must be crated to obtain necessary water flow to all areas of closet.

3). In phone room there is a large amount of combustible material, that is excessive and blocking fire panel. All excessive combustible material shall be removed.. TFC 304.1
