REMOVAL OF CACTUS VEGETATION HAS NOT BEEN COMPLETED, TRASH AND DEBRIS IS ACCUMULATING DUE TO TRANSIENTS. FOUND TRANSIENT LAYING IN BACK YARD OF 3134 ADDRESS. D.N.R. INSPECTOR H. LOPEZ AND G. GOODMAN APPROACHED SUBJECT TO CHECK IF HE WAS INJURED OR ASLEEP. SUBJECT WOKE UP AND BEGAN TO APPROACH INSPECTORS IN A THREATING MANNER. ADVISED SUBJECT TO CALM DOWN, THAT CITY INSPECTORS WERE DOING A FOLLOW-UP INSPECTION AT THE PROPERTY. SUBJECT LAYED BACK DOWN AND WENT TO SLEEP. CONTACTED 911 AND ASKED FOR ASSISTANCE BY T.P.D. WHILE ON STAND BY FOR T.P.D. SUBJECT AWOKE AND APPROACHED INSPECTOR H. LOPEZ, INSPECTOR INFORMED SUBJECT THAT T.P.D. WAS IN ROUTE. SUBJECT GOT BELIGERANT AND EXISITED THE PROPERTY. T.P.D. ARRIVED ON SITE AND MADE CONTACT WITH SUBJECT. SUBJECTS NAME TURNED OUT TO BE JIM WYLIE. HE WAS RELEASED BY T.P.D. DUE TO NOT BEING CAUGHT INSIDE THE STRUCTURE. STRUCTURE 3134 WAS FOUND BREACHED, EAST SIDE DOOR WAS FOUND OPEN. ACCESORY STRUCTURE ON WEST SIDE HAD BEEN BREACHED AND APPEARS MR. WYLIE WAS OCCUPYING STRUCTURE, EVIDENCED BY BEDDING FOUND INSIDE.APPEARS STRUCTURE HAD BEEN SECURED AND WAS BREACHED, EVIDENCED BY DOOR BEING FORCED OPEN AND 2 BY 2 STUD PULLED AWAY FROM BLOCK. ATTEMPTED CONTACT WITH OWNER, NO ANSWER. LEFT MESSAGE REQUESTING CONTACT AND INFORMATION REGARDING STATUS OF DEMO PROJECT WITH CC&D AND OWNER WILL BE ISSUED A N.O.V. TO SECURE ACCESORY STRUCTURE AND MAIN STRUCTURE ADDRESSED TO 3134 E 2ND ST. A 24 HOUR NOTICE WAS GIVEN TO SECURE STRUCTURE. PICTURES WERE TAKEN AND N.O.V. WAS POSTED ON FRONT DOOR. MAIN STRUCTURE ADDRESSED TO 3134 E. 2ND ST. WAS SECURED BY ONSITE INSPECTOR G. GOODMAN.
11/01/2004 INSP - INITIAL CODE ENFORCMENT Approved VISITED SITE AT 3148 E. 2ND ST. STRUCTURE WAS FOUND VACANT & SECURED AT THIS TIME. HOWEVER MIN HOUSING ISSUES WERE FOUND ON EXTERIOR. VIOLATIONS ARE AS FOLLOWS.
ELECTRICAL:
(1)POSSIBLE WORK WITHOUT PERMITS AT ACCESSORY STRUCTURE, ADDITION OF SUB-PANEL WITH ELECTRICAL CIRCUITS INSIDE CARPORT.
(2) BOTH MAIN ELECTRICAL DISCONNECT & SUB-PANEL ARE SURROUNDED BY CACTUS & OTHER VEGATATION & DOES NOT MEET 3FT MIN. CLEARANCE.
PLUMBING
(1) HOT WATER TANK LACKING REQUIRED DRAIN FOR TRP VALVE, STRUCTURE WAS CHECKED FOR ANY BREACHED OPENING - NONE WERE FOUND. SOME TRASH & DEBRIS LOCATED IN BACK YARD, WILL HAVE D.N.R. PERSONEL DO REFERRAL TO E.S. NO UTILITIES TO STRUCTURE.

WALKED SITE, FOUND SEVERAL WINDOWS UNSECURED & OPEN STRUCTURE APPEARS TO BE UNDER RENOVATION. LARGE AMOUNTS OF DISMANTALED BLOCK WALL, CONSTRUCTION DEBRIS LEFT ON PROPERTY AT WESTSIDE. LARGE AMOUNTS OF DRIED VEGATATION IN FRONT & BACK YARD.

(1) ADDITION OF PORCH STRUCTURE HAS BEEN BUILT IN A HAZARDOUS MANER. 2X4 MATERIAL USED TO SPAN MORE THAN 4FT. LEDGER NOT PROPERLY SECURED TO STRUCTURE 2X4 USED & SECURED INTO ANOTHER 2X4 WITH WHAT APPEARS AS DRYWALL SCREWS. PICTURES WERE TAKEN.
