02/23/2005 INSP - FOLLOW UP CODE ENFORCE Approved 2/23/05 PRIOR TO REINSPECTION, WE READ N.O.V. SENT BY INSPECTOR CRAIG, UPON ARRIVING WE FOUND IT DIFFICULT TO UNDERSTAND THE EXISTING VIOLATION AS REFERED TO BY THE NOV DESCRIPTION. CONCURRED WITH INSPECTOR 2 (MR. SALDATE), EXPLAINED THE DIFFICULTIES, AND HE AGREED TO VOID THE EXISTING NOV.
MET WITH TENANTS FATHER, MR. SINGH, TO ALLOW US ENTRANCE INTO THE UNIT. MR SINGH MENTIONED THAT HIS DAUGHTER, GANDI SINGH, OCCUPIED THE RENTAL, AND HE LIVED NEXT DOOR.WE WENT OVER THE EXISTING ISSUES OF THE EXISTING NOV,MENTIONED THAT WE WERE TO VOID THAT NOV AND ISSUE A NEW NOV.HE SAID HE UNDERSTOOD.WE BEGAN WITH THE EXTERIOR OF THE UNIT.VIOLATIONS AS FOLLOWS:
ELECTRICAL: 40 AMP ELECTRICAL SYSTEM HAS GROUND TIED TO NUETRAL BAR. CIRCUIT HAS BEEN ADDED, GOING INTO THE HOUSE IN CONDUIT TO THE DRYER. ROMEX AT NORTH EAST CORNER OF HOUSE GOING TO THE CARPORT HAS EXPOSED CONNECTIONS, BARE WIRE,IMPROPER CONNECTORS AT J-BOX,AND FEEDS 3 LITE FIXTURES IN THE CARPORT(WORK WITHOUT PERMITS).
CARPORT: STRUCTURE LACKS PROPER PAINT COVERING. EXISTING PAINT PEELING AND FLAKING.RAFTERS ARE CRACKED OR SPLIT. 2 BY 8 BEAMS ARE SAGGING, AND NOT STRUCTURAL. 4 BY4 POSTS ARE SPLIT, LEANING OR DETERIORATED FROM WATER ROT.CARPORT LACKS PROPER METAL CONNECTORS.DOOR MISSING FROM ATTACHED SHED. EXISTING CARPORT IS BEING SUPPORTED BY CHAIN-LINK FENCE AND SWAYS FROM ANY FORCE UPON THE POSTS. NO PERMITS ON CARPORT.
HOTWATER HEATER: NEW PLUMBING LINES HAVE BEEN ADDED. WATER HEATER DRAINS TO BASE OF HEATER AS OPPOSED TO DRAINING OUTSIDE OF THE ENCLOSER. AND FLUE PIPE HAS BEEN INSTALLED INCORRECTLY.WORK WITHOUT PERMITS.
INTERIOR: ROOF LEAKS IN LAUNDRY AREA, DRYWALL DETIRIORATING.WASHER DRAIN REDUCED FROM 2" TO 1 1/2 ABS, NEEDS TO BE 2" ALL THE WAY. DRYER VENT IMPROPERLY INSTALLED. 220 TO DRYER INSTALLED WITHOUT PERMIT.OUTLET IN LAUNDRY NOT GFCI PROTECTED.EXTERIOR DOOR LACKS PROPER WEATHER STRIP AT TOP. KITCHEN CABINET MISSING A DOOR. THREE PRONG OUTLETS THROUGH OUT THE HOUSE SHOW OPEN GROUND UNDER TEST. BED BLOCKS EGRESS IN SOUTHEAST BEDROOM. DIVERTER IN BATHROOM TUB LEAKS.
CALLED OWNER OF PROPERTY AS LEAVING. OWNER VERY UPSET THAT THERE WERE ADDITIONAL ISSUES. OWNER ASKED INSPECTORS C-13 AND C-16 TO MEET HIM LATER AT THE PROPERTY, WE SET A TIME. WENT TO DSD TO VERIFY PROPER CONSTRUCTION OF CARPORT WITH INSPECTOR T. STEPHENS.WENT TO OFFICE TO PRINT PICTURES OF PROPERTY TO SHOW TO OWNER, AND THEN WENT BACK TO MEET WITH OWNER. WENT OVER ISSUES WITH UPSET OWNER, EXPLAINED ALL WORK TO BE DONE NEEDED PERMITS SECURED AND WAS TO BE DONE BY A LICENSED CONTRACTOR.OWNER AND INSPECTORS CAME TO A COMMON UNDERSTANDING, OWNER SAID WORK WOULD GET DONE, AND PERMITS SECURED.
INSPECTORS WENT TO DSD TO FIND OUT IF ANY PERMITS HAD EVER BEEN SECURED. FOUND NO PERMITS HAD BEEN PULLED. FOUND OWNER ALSO WENT TO DSD FOR PERMIT INFORMATION AS WE RAN INTO HIM THERE.
