IT WAS JUST THE 4 METERS BUT AFTER REVIEWING THEM WE FOUND THAT THE SYSTEM ON THE NOETH SIDE , THE OTHER 4 METERS HAVE SOME MELTING AND ARE TOO UNSTABLE TO SUPPORT METERS IN A SAFE MANNER FOR MUCH LONGER AND THEY WILL BW REQUIRED TO BE REPLACED BY INSPECTOR C-10 AND DSD ELECT. INSPECTORS. CONTRACTOR IS AWARE OF A TOTAL REPLACEMENT OF SYSTEM , THIS WILL REQUIRE MORE WORK AND A TOTAL OF 7-11 DAYS TO SECURE PARTS FROM CALF. AND HAVE SYSTEM BUILT AND INSTALLED, AFTER THIS IT WILL REQUIRE A INSPECTION FROM DSD ELECT. DEPT. AND CLEARED FOR TEP TO TURN SERVICE ON, MAYBE ANOTHER FEW DAYS MORE UNTIL FEB 2 OR 3RD.OF 2004. THERE WAS A BIG PROBLEM WITH THE ROOMS THAT JUDY HAD PLACED THE TENANTS IN, THE GEM SHOW HAD TAKEN ALL THE ROOMS AT THE ROADWAY THE NIGHT BEFORE AND NOW ALL THE TENANT ARE HOMELESS AGAIN, I DID REQUEST THAT THE APT. MANAGER PLACE THE TENANTS, HER STATEMENTS ARE THAT THEY ALL LIVE OF THE GOVERMENT AND THEY HAVE FAMILYS TO GO TO IF THEY GET COLD, ITS NOT THE APTS PROBLEM SHE STATED, I AM HAVING ALOT OF PROBLEMS WORKING WITH THIS MANAGER AT SITE, SHE IS NOT WILLING TO HELP ANY TENANT AND IS WITH HOLDING INFO FROM THE CITY INSPECTORS AND CONTRACTORS TRYING TO MAKE THIS ISSUE SAFE. THE CITY REP. JUDY KIDNY WAS CALLED TO SITE DUE TO THE LACK OF HELP FROM THE APT MANAGER ON SITE, JUDY DID SHOW TO SITE AND DID SPEAK WITH MANAGER IN HER OFFICE. ALL TENANTS WERE REPLACED LAST NIGHT AT 208 E. PRINCE RD. ONLY ONE TENANT IN UNIT 506 WAS NOT PLACED. THERE IS SOMETHING PERSONAL GOING ON WITH THE MANAGER AND THIS TENANT, THE MANAGER IS NOT GIVING THIS TENANT A ROOM, I WAS AT SITE UNTIL 7:00PM WAITING TO SEE IF TENANT LEAVES, THE TENANT IS STAYING WITH A FRIEND ONSITE FOR ONE DAY, JUDY IS AWARE OF THIS PROBLEM AND WILL SPEAK TO THE MANAGER TODAY ABOUT PLACEMENT OF TENANT AND THREE CHILDREN. THE MANAGER IS VERY ANGRY AT THIS TENANT DUE TOO HER CALLING THE C.O.T. THIS TENANT IS NOW VERY UP-SET BECAUSE SHE FEELS SHE MADE EVERYONE HOMELESS, THE TENANT INDEED CALLED, BUT SHE MOST LIKELY SAFED EVERYONES LIFE IN THIS BULDING. NOTICE WAS GIVEN TO MANAGER AT SITE STATING THAT ALL UNITS MUST STAY EMPTY AND SECURED, NO ONE IS ALLOWED TO STAY OR LIVE, INCLUDING SLEEPING INSIDE UNITS UNTIL RELEASED BY INSPECTOR C-10. MANAGER IS ALSO AWARE OF NOT GIVING THE TENANTS DROP CORDS TO COMMON AREA OUTLETS OR OVERHEAD LIGHTS. |

I MET MANAGER AND CONTRACTOR AT SITE TO REVIEW METERS, THE METER HAS BEEN REMOVED BY CONTRACTOR THE CONNECTORS INSIDE METERS HAVE BEEN MELTED. SEE PHOTOS OF DAMAGE: I DID REVIEW ALL (8) UNITS, SOME TENANTS HAVE BEEN STAYING INSIDE UNITS SINCE SAT. W/O POWER, THEY ARE USING CANDLES IN ABOVE 1/2 THE UNITS, WHEN THEY DID HAVE LECT. SOME WERE USING SPACE HEATERS. I CONTACTED TEP AT SITE FOR TRANSFORMER #BVO-123 AT THE ABOVE ADDRESS, PROPERTY MANAGER STATED IT WAS REPLACED BY TEP LAST NIGHT AT 2:45 AM. TEP STATED IN RECORDS IT STATES THERE WAS A PROBLEM WITH APTS METER PACK NOT THE TRANSFORMER. I CALLED TEP BACK AGAIN TO SPEAK WITH THE TROUBLE DEPT. THEY STATED: IT'S THE METER BASE AND APTS. AND THEY WILL REQUIRE A RELEASE FROM THE CITY OF TUCSON TO TURN SERVICE ON. THE CURRENT CONTRACTOR AT SITE IS NOT A LIC. ELET. CONTRACTOR WAS ORDERED TO STOP ALL WORK AT SITE. THE MANAGER HAS NOW GOT A LIC. CONTRACTOR. RAFAEL MONTENAS ROC 167328 K-11 IS GETTING PERMIT AT THIS TIME 12:15 PM. 1/27/04 COST OF PERMIT IS APPROX. $165.00- PLUS EMERGENCY INSPT. FEE OF 108.00 IF APPROVED BY STEVE LONG. THERE IS (8) UNITS ON SITE THAT ARE IWTHOUT POWER, ALL ARE FAMILY UNITS WITH CHILDREN MOST OF THE TENANTS ARE AT WORK AT THIS TIME, SOME OF THE UNITS ARE SEC. 8? I DID INSP. OF UNIT #506, THE CLOSET DOORS THAT PROTECTS THE HOTWATER HEATER ARE FALLING OFF. PLASTER DAMAGE TO KITCHEN WALL CORNER-FRONT DOOR LOCKS. BROKEN AND IMPROPER. KITCHEN STOVE BURNER (ELECT) BROKEN AND OVERSIZED. SPARKS. NO SMOKE DECT. IN BEDROOMS. DOOR JAMS BROKEN IN BEDROOM. A/C UNIT MISSING SUPPORTS SCREWS, VERY UNSTABLE-OVERHEAD IN HALLWAY-BATHROOM TILE LIFTING ON FLOOR NOT SEALED. AT SITE WHILE WAITING FOR CONTRACTOR TO RETURN CONTRACTOR LEFT LIVE 440 AMP WIRES OPEN, INSPECTION DID SECURE AREA WITH CAUTION TAPE AND SECURED WIRES SEE PHOTOS. UNTIL CONTRACTOR RETURNS, C-10 IS KEEPING INSPECTOR C-2 UPDATED. I DID CALL STEVE LONG AT DSD FOR ELECT. INSPECTOR TO INSPECT REPAIRS, IT WILL BE RICK HOLLINGER. OWNER DID GET PERMIT AND PAID AFTER HOUR FEE FOR INSPECTION TODAY AT 4-5 PM? JUDY DID CALL INSPECTOR C-10 BACK AT 2:15 PM SHE HAS SET ASIDE ROOMS AT THE ROADWAY INN FOR ALL THE FAMILIES THAT REQUIRE HOUSING. SOME TENANTS ARE VERY HAPPY TO BE PLACED DUE TO THE LACK OF HEAT FOR THE CHILDREN AND NO COOKING OR HOT BATHS. UNIT 501 HAS AN OLDER HUSBAND AND WIFE, HUSBAND JUST GOT OUT OF HOSPITAL (2) DAYS AGO FROM A STROKE, HIS MEDICINE REQUIRES IT TO BE COOL AND THE UNIT HAS NO POWER, TENANT KEEPS IT AT ANOTHER PERSONS UNIT. THE OLDER MALE DOES HAVE A CARE GIVER AT SITE. I SPOKE WITH TEP AGAIN TO FIND OUT WHAT HAPPENED, THEY ARE STILL STATING IT'S THE PROPERTY METERS, I WENT TO MANAGERS OFFICE AT 3:00 PM AND ASKED IF THEY HAVE BEEN DOING ANY WORK ON SYSTEM, NO ONE WOULD ANSWER WITH A STRAIGHT ANSWER, I FEEL THAT THE ON-SITE MAINT. TEAM DID WORK AND THE SYSTEM FAILED, I AM UNSURE AT THIS TIME PENDING REVIEW FROM DSD ELECT. INSPECTOR LATER TODAY-DSD CALLED (SUE) AND STATED THE CONTRACTOR # GIVEN FOR THE PERMIT IS NOT ACTIVE, SUE STATED THE MANAGER IS AT DSD AND THEY ARE CLEARING MESS UP WITH PERMITS. MAINT. MEN AT SITE ARE TRYING TO DO WORD THEMSELVES, I DID STOP THEM AGAIN AND ISSUED A NOTICE OF VIOLATION TO ABATE WITHIN 24 HOURS WITH A LIC. CONTRACTOR WITH AN ACTIVE #. I CONTACTED C-2 (SUPERVISOR) FOR CASE UPDATE. AT THIS TIME THERE IS NO PERMIT ON FILE TIME IS 3:15 PM. THE TENANT IN UNIT 506 STATED THAT THE MANAGER HAS ALLOWED THEM TO PLUG ELECT. HEATER WITH A DROP CORD TO THE COMMON AREA OUTLET FOR THE PAST FEW DAYS. THE COMMON AREA OUTLET FOR THE PAST FEW DAYS. THE ON SITE MANAGER HAS PROVED THAT THEY WILL DO WHATEVER IT TAKES TO SAVE MONEY BY USING MAINT., UNTRAINED PERSON TO MAKE REPAIRS. BOX HAS BEEN RED TAGGED AND A STOP WORK ORDER PLACED AT BOX NOTICE GIVEN AND POSTED AT SITE, UNTIL LIC. CONTRACTOR IS ON SITE. A NEW CONTRACTOR DID SHOW AT SITE BLACK HAWK (CHUCK) LIC # R0C 167-337 K-11 WITH THE STATE OF AZ. CONTRACTORS, THIS LIC. HAS BEEN CHECKED AND IS ACTIVE,THE CONTRACTOR DID REVIEW THE SYSTEM, HIS STATEMENTS ARE THAT ALL THE LEADS ARE MELTED INCLUDING SUPPORTS FOR METERS AND ENTIRE PANEL BOX BURNT OUT. THE MAINT MEN TODAY TRIED TO REPAIR IN A VERY POOR FASHION AND IMPROPERLY INSUL. THE SYSTEM AND CAUSED BACK FEED DAMAGE TO TRANSFORMER. THE CURRENT WORK REQUIRED TO BRING THE METER 4 PACK BACK-UP WILL REQUIRE A NEW CUSTOM BUILT BOX FROM SYMENS IN TUCSON. WHILE AT SITE THE NEW CONTRACTOR AND THE MAINT. PEOPLE ALMOST STARTED FIGHTING OVER THE POOR WORK DONE ON THE METERS, THE MAINT. PEOPLE WANTED TO REMOVE ALL WORK THEY DID OR HAVE THE NEW CONTRACTOR PAY THEM FOR THE PARTS AND LABOR, I TOLD BOTH THAT NO PARTS WILL BE REMOVED AT THIS TIME, THE NEW CONTRACTOR WILL BE AT SITE TODAY AT 9:00 AM WITH A ELECT. SALES PERSON TO REVIEW THE PANEL AND WHAT WILL BE REQUIRED TO REPAIR, YESTERDAY THE MANAGER TRIED TO SECURE A PERMIT WITH TWO BAD CONTRACTOR NUMBERS, ONE WAS FOR PLUMBING AND THE OTHER WAS FOR RES. ELECT. REPAIR AND NO LONGER GOOD, THE MANAGER ALSO PULLED A ILLEGAL PERMIT IN THE NEW CONTRACTORS NAME AND NUMBER, I CALLED SUE AT DSD AND PUT A HOLD ON THE PERMIT, THE NEW CONTRACTOR DID NOT AT THE TIME HAVE ANYTHING IN WRITTING FOR THE WORK AND DID NOT WANT THE COMP. NAME ON THE PERMIT UNTIL THEY PULLED IT AND HAD THE JOB FOR SURE, AROUND 5:30 PM THE PROPERTY OWNER FROM NEW YORK AGREED TO HIRE BLACK HAWK FOR THE JOB AND A APPRX FEE OF $ 5,000.00 IN REPAIRS. TENANT PLACEMENT DID HAPPEN BETWEEN 5- 8PM LAST NIGHT, ALL WERE PLACED AT THE ROADWAY INN ON GRANT AND I-10 AROUND 7:30 PM THE PROPERTY MANAGER STARTED GOING INTO UNITS AND TAKING THE TENANTS FOOD OUT SO IT WOULD NOT CAUSE MOLD DAMAGE TO THE UNIT ? THESE ARE THE STATEMENTS OF THE MANAGER WHILE SHE WAS TAKING ALL ICEBOX AND FREEZER FOOD. THIS PROPERTY MANAGER DOES NOT WORK WELL WITH THE CITY OR TENANTS, SHE IS VERY UP-SET AT THE CITY -TEP-TENANTS, AND SHE FEELS THE PROBLEM STEMS FROM TENANTS AND TEP . NOT THE APT. ELECT. SYSTEM. I DID ASK FOR THR CONTACT # FOR THE OWNER YET THE MANAGER WOULD NOT GIVE IT TO THE CITY. 8 FAMILYS WERE PLACED-APPRX 32 PEOPLE. AGE RANGE FROM 1-76 YEARS OLD. SOME TENANTS ARE UNDER HOSPT CARE.
