10/14/2004 INSP - FOLLOW UP CODE ENFORCE Correction Required WILL MEET MR.VANHALL AND MRS.JANIK AT SITE ON 10-15-04 AT 2:30 PM PER ALEN MERRIT, MR. VANHALL DID FAX LIST TO DNR ON 10/14/04. THIS MEETING WILL REQUIRE REMOVAL OF BROADS FROM UNITS AND REINSTALL THEM AT THE CITY COST, MR. VANHALL UNDERSTANDS THAT THIS WILL BE BILLED TO HIM.
WHILE AT SITE IN THE EAST SECTION NEAR THE PROPERTY OWNERS OFFICE BUILDING I FOUND A VERY LARGE SINK HOLE APPROX. 35 FEET AWAY FROM THE OFFICE BUILDING.
AFTER REVIEWING THE HOLE I FOUND THAT IT WAS PART OF THE TUNNEL SYSTEM THAT CROSSES THE PROPERTY AND GOES UNDER THE OFFICE BUILDING OF THE OWNER.
REVIEW SHOW MAJOR DAMAGE TO THE SUPPORT WALLS ON THE SURFACE AND RETAINING WALLS TOP SIDE, THE HOLE HAS BEEN FOUND APPROX. 15 FEET LONG AND 6-7 FEET WIDE, AND APPROX 15 FEET DEEP IN SOME AREAS.
THE TOP CONCRETE LID OF THE TUNNEL HAS GIVEN IN AND ALLOWED THE SURFACE DIRT TO FALL INTO THE TUNNEL CAUSING DAMAGE TO A ELECT. WIRE AND OLD WATER LINE FROM THE IMPACT AND STONE AND DIRT. THE RETAINING WALL ABOVE THE TUNNEL HAS FALLEN APART IN AND AROUND THE SINK HOLE ABOVE THE TUNNEL, AT THIS TIME THE SINK HOLE IS HEADED FOR THE MAIN OFFICE BUILDING THAT IS ABOUT 35 FEET AWAY.
THE DIRT ABOVE THE TUNNEL AND THE CONCRETE LID ARE AT THIS TIME VERY LOOSE AND UNSTABLE SHOWING MAJOR STRESS CRACKS AND FALLING AND SLIDING AT THIS POINT, THE AREA WAS SECURED BY CATUION TAPE AND THE PROPERTY OWNER WAS REMOVED FROM SIDE FOR SAFTEY REASONS, THE PROPERTY OWNERS STATEMENTS WERE THAT THE CITY OF TUCSON MUST HAVE DUG IT UP, I DID REPLY IN SAYING THAT THERE WAS NO DIG MARKS,TRACTOR MARKS OR EVEN FOOT PRINTS AT SITE AND THE WAY THE ADOBE BLOCKS FELL AND HIT THE DIRT ONE COULD SEE THAT IT HAPPENED DURING A HEAVY RAIN DUE TO THE WAY THE MUD IS AGAINST THE ADOBE BLOCKS ON THE GROUND AND DOG TRACKS ALL OVER THE AREA.THE SINK HOLE HAS ADOBE BLOCKS INSIDE AND OUTSIDE AND OTHER ITEMS THAT FELL INSIDE IT. THE OWNER DID LEAVE SITE WITH NINA J. AS REQUESTED. SUPERVISORS WERE ALSO AT SITE TO REVIEW SINK HOLE.

VERY LARGE TURNED AT LEAST 8-9 FEET IN HEIGHT AND 8-9 FEET IN WIDTH. RUNS FULL LENGTH OF STRUCTURE. NO SHOWING OR SUPPORTS EVIDENT. CEILING OF EXCAVATION IS THE FLOOR SLAB AND FOUNDATION OF GARAGE. STRUCTURES APPEAR TO BE SET UP IN PODS TYPE LAYOUT DICTATED BY A, B AND C. EACH POD CONTAINED A NUMBER OF DIFFERENT UNITS FROM SPLITTING. THE LARGE ADOBE STRUCTURE TO THE WEST APPEARS TO HAVE BEEN COMPLETLY BUILT RECENTLY DESPITE THE USE OF ADOBE AND THE ATTEMPT TO MAKE THE STRUCTURE LOOK HISTORIC.
