DECISION WAS TO ADDRESS (1) FIRE SAFETY ISSUES SUCH AS ESCAPES AND MODIFICATIONS THAT WERE ILLEGAL THAT CONTRIBUTE TO FIRE SAFETY. (2) ELECTRICAL HAZARDS SUCH AS HAZARDOULY INSTALLED ELECTRICAL. (3) THE ESCAVATIONS THAT POSE AS A SAFETY HAZARD DUE TO COLLAPSE OR RESCUE HAZARD.
04/15/2003 INSP - INITIAL CODE ENFORCMENT Correction Required INITIAL INSPECTION:
GROUP INSPECTION AT PROPERTY. ATTENDANCE WERE DNR (RICK S), TFD (GLENN D, & STEVE R.), ZONING (FRANK P.) AND NEIGHBORHOOD ASSOCITATION. MR. MICHAEL JARNAGIN ESCORTED GROUP THROUGHOUT PROPERTY AND OPENED STRUCTURES FOR VIEWING.

INSPECTION FOUND A MINIMUM OF 9-STRUCTURES ON THE PROPERTY IN DIFFERENT STAGES OF WORK. AT LEAST FOUR TYPES OF LARGE ESCAVATIONS WERE FOUND ON THE PROPERTY. (1) A VERY DEEP SHAFT(EST. 25-FEET) WAS FOUND IN THE CENTER OF THE PROPERTY. (2) A LARGE TUNNEL SYSTEM WAS FOUND LEADING TO THE BOTTOM OF THE MENTIONED SHAFT. THE TOP OF THE TUNNEL SYSTEM WAS A LARGE MOUND OF DIRT SIMULATING THE ENTRANCE INTO A MINE. THE MOUND WAS SUPPORTED BY ADOBE WALLS WHICH WOULD REQUIRE A PERMIT FOR RETAINING WALLS. THE SHAFTS WERE NOT SUPPORTED IN ANY VISIBLE MANNER WITH SOME PASSAGES REQUIRING SLIDING THROUGH SIDWAYS. (3) A LARGE OPEN TRENCH AND CAVE WAS FOUND ON THE REAR OF THE PROPERTY SPECIFICALLY ON THE NORTH WEST CORNER. THE TRENCH WAS AT LEAST 10-FEET IN WIDTH DECENDING TO AT LEAST 12-15 FEET IN DEPTH. AT THAT POINT A LARGE CAVE TYPE ESCAVATION WAS FOUND LEADING TO AN UNKNOWN POINT. ABOVE THE CAVE A TRAILER AND STRUCTURE IN THE PROCESS OF BEING BUILT WAS FOUND. THERE IS NO SHORING OR ANY TYPE OF SUPPORT OF THE CAVE. (4) A LARGE CAVE/TUNNEL WAS FOUND IN THE FRONT (SW-CORNER) OF THE PROPERTY WHICH IS PARTIALLY BUILT FROM ILLEGAL RETAINING WALLS AND PILED UP DIRT. THERE ARE TIRE TRACKS LEADING INTO THE CAVE WHICH ARE MORE THAN LIKELY FROM A BOBCAT LOADER. THIS CAVE/TUNEL IS AT LEAST 6-FEET IN HEIGHT AND AT LEAST A MINIMUM OF 40-FEET IN LENGTH POSSIBLY LONGER BUT DID NOT ENTER DUE TO HAZARD.

STRUCTURES: MANY IF NOT MOST OF THE STRUCTURES APEAR (CLOTHNG AND PERSONAL BELONGINGS) OCCUPIED. SOME OF THE STRUCTURES ARE STILL IN THE PROCESS OF BEING BUILT. REVIEW OF RECORDS AND AERIALS SHOW THAT THE PROPERTY CONTAINED ONLY THREE UNITS WHICH APPEAR TO HAVE BEEN ILLEGALLY AND IN A HAZARDOUS MANNER BEEN ADDED TO. HAZARDS IN STRUCTURES VARY FROM HAZARDOUS ELECTRICAL DUE TO INSTALLATION METHODS, LACK OF ESCAPE FOR BEDROOMS DUE TO ADDITION CONSTRUCTION OR PROPERTY MODIFICATION. ADDED GAS LINES WHICH ARE NOT TO CODE AND ADDED HEATERS. THE MODIFICATIONS TO THE ORIGINAL STRUCTURES VARY FROM COMPLETLY ADDED UNITS TO ENTIRE STRUCTURES ADDED. THESE ADDED UNITS DO NOT MEET ANY STRUCTURAL (IRC) BUILDING CODES AND SOME OF THE MATERIAL SUCH AS THE ADOBE AND USE OF LIVING AND DEAD TREES AS SUPPORT MEMBERS DO NOT MEET ENGINEERING OR BUILDING CODES. INSPECTION OF THE PROPERTY FOUND A NUMBER OF EXAMPLES OF ADDED PLUMBING FROM ADDED GAS LINES TO WATER AND SANITARY LINES. NONE OF THESE HAVE BEEN INSTALLED UNDER PERMIT WITH SOME OF THESE IN THE YARD AREA FROM DIFFERENT UNITS AS OPPOSED TO THE ADDED PLUMBING INSIDE THE ILLEGAL UNITS.

WALLS AND WATER DRAINAGE: THE PHYSICAL DRAINGAGE OF THE PROPERTY HAS BEEN SEVERLY ALTERED BY THE LARGE REMOVAL OF DIRT FOR LARGE HOLES OR CATCH BASINS THROUGHOUT THE PROPERTY. LARGE MOUNDS OF DIRT HAVE BEEN BUILT THROUGHOUT THE PROPETY WHICH ARE SUPPORTED BY RETAINING WALLS. THESE ARE TO GIVE THE EFFECT OF WALLED PASSAGE WAYS AND TO SERVE AS ENTRANCES INTO CAVES OR AS LARGE VISUAL SCREENS. THE RETAINING WALLS ARE HIGH ENOUGH THAT A PERMIT IS REQUIRED. ADOBE BRICKS ARE BEING UTILIZED WHICH WERE MADE ON SITE BY THE OWNER AND NOT FOLLOWIGN ANY TYPE OF REQUIREMENT. THE ADOBE BRICKS HAVE BEEN MADE TO MIMIC ORIGINAL TYPE OF ADOBE RATHER THAT THE MEETING TODAYS REQUIREMENT OF ADOBE SIZE. IT IS UNKOWN IF THE ADOBE WOULD MEET LOAD REQUIREMENT FOR RETAINING PURPOSES OR BUILDING PURPOSES.

AT DNR WITH THE FOLLOWING IN ATTENDANCE. DNR (CECI & RICK), DSD (JESSIE SANDERS), TFD (JEFF LEACH, GLENN D'AURIA & STEVE RUETZ), ATTORNY'S OFFICE (MIKE RANKIN & MIKE ANDERSON). DISCUSSED THE TYPES OF VIOLATIONS ON THE PROPERTY AND WHICH DEPARTMENTS WOULD HAVE JURSIDICTION. DECIDED THAT DSD WOULD BE LEAD DEPARTMENT DUE TO THE MAIN VIOLATION BEING WORK WITHOUT PERMITS. SET UP TENATIVE GROUP INSPECTION.
