11/02/2025 COT - ENFC - Code Enforcement - Initial In Violation Arrived on site with Inspector Metelov at 3:31 PM on November 2, 2025. Tucson Police Department (Ofc. Flores) was already on scene and provided background information regarding the situation. It was determined that the property owners were conducting a full remodel of the residence without any active permits on file. All construction work appeared to be performed by the owners themselves, with no licensed contractors present. Upon entering the residence, there are new structural members added on the outside of existing walls, with structural members added spanning the ceiling of the kitchen. Multiple electrical code violations were observed. Several electrical outlet housings were unsecured and hanging from the ceiling. Some outlets installed within the walls were missing faceplates. In the kitchen area, portions of electrical wiring were found with stripped insulation, and spliced connections were left exposed, creating a significant electrocution and fire hazard. Exterior inspection revealed additional violations. A yellow electrical cable had been spliced to multiple motion sensor lights across three separate locations, each connection containing exposed wiring without protective housing. After reviewing the findings, Inspector Metelov and I informed the property owners that, due to the immediate electrical hazards, power to the structure would need to be isolated to mitigate the risk of electrocution or fire. We further explained that, given the scope of the unpermitted renovation work, a Stop Work Order would be issued until the appropriate permits were obtained and the electrical violations abated. It was also advised that an architect may be required to develop formal plans before any additional work could resume. We will be issuing a Notice of Violation requiring permits to be obtained (Tucson Code, 16-4) and electrical hazards to be abated (16-11 C1). We will also be issuing a stop work order requiring these items to be completed prior to continuing work.
