The HVAC system appears to be dismantled, thermostat is broken/inoperable, tenant states the system is inoperable. The vent pipe to the water heater is disconnected and is otherwise installed in a non code compliant manner, will require permits for reconnect. The smoke detectors are missing in the hallway and in both bedrooms. Outlets in bedroom are cracked, one has the hot and ground reversed. Water service line has been replaced without permits, currently is sitting above ground. Missing or cracked outlet covers in kitchen at light switch and near kitchen. Door handle to rear door gets stuck and is inoperable. Drywall damage to floor in bedroom near floor. Kitchen counters/cabinets are damaged, rotted, and cracked. -VM
