The parking lots in the front and rear had no activity. The Hooka smoke shop had no patrons on site. There was no line outside and no staff. The parking lot was empty. The owner was on site and spoke with Aaron and myself. He presented his certificate of occupancy, business license and tobacco information from the State of Arizona. No patrons arrived while we were on site. |
