243 PM - Found five flood lights installed on front of structure, some facing straight out and onto neighboring properties. Attempted to explain to owner on site requirements of shining at a 45° angle, owner became angry and combative. Would not let me explain anything. Demanded my name and supervisor name, said we are violating his rights. Advised I will send a 30 day notice of violation for 16–4 permits required and lighting code. Did provide him the info he requested on a sheet of paper, he told me I was violating his fourth amendment rights and would be arrested if I came back to his property. -VM |
