828 am - Fire occurred in unit A203 and made contact with tenant of this unit A102 to check for water intrusion due to fire sprinkler and firefighting activities. Did observe some water on the floor by the front door. While standing at door, noticed the apartment has a very strong smell that I can smell with a N95 mask on. I could see the living space of the unit is full of trash and debris. Pathway to front window is blocked by piled high trash and debris. There was a inoperable wheelchair blocking the pathway to the kitchen, and the owner removed it so I could access the unit. The kitchen is full of trash and debris and there is drywall damage behind the kitchen sink. There is an accumulation of feces inside and outside of a litter box in the unit. The bedroom is inaccessible due to items stacked up blocking the doorway. The inside of the bedroom is piled high halfway to the ceiling with miscellaneous items such as multiple laundry baskets, a trash can, clothing, storage bins, and other items. The accumulation of combustibles poses an inherent fire risk to the occupants of this unit and the surrounding units of the building. The blocked egress would prevent an individual from exiting the unit rapidly in the event of a fire. The filth conditions to include animal feces poses a health risk to the occupant. For the above listed reasons, the unit is being condemned as unsafe to occupy. The resident states that the shower is inoperable, there are leaks in the ceiling, and the stove doesn't work. None of these items could be verified due to the unit is not accessible. The unit shall be thoroughly cleaned and trash and debris removed to ensure egress, then reinspected by Code Enforcement to lift condemnation. -VM |
