05/14/2025 COT - ENFC - Code Enforcement - Initial In Violation 1140 AM - Called out to scene by TPD for substandard housing conditions. Arrived and met with TPD. Property is a duplex with units 3308 and 3310, and a dilapidated shed in the front yard of unit 3308. Was informed TEP cut power to the structure. I checked both electric meters and neither meter is receiving power. There is a junction box under the electric meter missing a cover with what appears to be a yellow extension cord that has been hard wired into the structure's wiring. Researched Naviline Billing System and determined water meter has been padlocked for meter tampering on 04/24/2025 after the water was originally shut off for non payment and subsequently allegedly tampered with. Spoke with tenant at unit 3308, says there has been no electric for approximately over one month. Tenant at unit 3308 did provide permission to view the property and the shed. Found a generator in the front yard of unit 3308 and tenant states it was being used to provide electricity to the units. Found an extension cord coming out of the front door of unit 3308 and is hung up on the window bars. There is a second extension cord going between unit 3308 and 3310. Contact with an occupant at 3310, he states he is not the legal tenant as he is just moving in. The front door and security door at unit 3310 are both missing the deadbolts. Advised both the tenant at 3308 and the occupant at 3310 that both units are being condemned due to lack of electric and lack of water. The shed in the front yard had a bad and signs of being occupied. There was currently no occupants inside the shed. I posted units 3308 and 3310 as well as the shed Unsafe to Occupy with red tags. The aforementioned tenant and occupant were served with EAOV notices to vacate. The owner of the property arrived and agreed to secure his property and signed the indemnification form. Will follow up to ensure property is secured. -VM
