06/14/2023 | COT - ENFC - Code Enforcement - Initial | In Violation | 1235 PM - Made contact on site with resident, who allowed me entry. Found kitchen area to be swarmed with flies, live roaches present crawling under the fridge and across the floor. Found insect poop in kitchen cabinets, dead insects and roaches in cabinets. There are missing cabinets/drawers in the kitchen. There is an infestation of unknown bugs in the bathroom that were crawling on the sink/counter area. The toilet is loose on the floor of the bathroom. The light fixture in the bathroom has only one light bulb working leaving the area dark. There are live exposed uncapped wires in the hallway that can be easily reached by a person. Multiple missing outlet covers throughout the entire property leaving uncovered live wires on outlets and switches. Missing paint and holes in walls throughout all walls inside home. The kitchen sink is full of dirty dishes. Found a pocket knife had been stabbed into the ceiling near the rear door. Trash and debris scattered throughout the floors of the home and in the rear yard. There is a flood light on the rear porch that is no longer mounted to the junction box and is hanging by the electrical wire. There is an attached secondary dwelling unit which has no door hardware on the outside security door and damaged door and window frames. Inside this unit, there are live capped wires hanging out of the ceiling. All outlets and switches are missing covers. Made contact with the owner. States he is leasing the property to a man who is running it as a group home. Contact was made with this individual, and he showed up on site. Did go over with him the imminent hazards of the electrical wires, provided him with a 24 hour window to address all wiring issues otherwise the property would be condemned. He states there are 12 individuals living in the home, denies it is a care home and called it a boarding home. Did advise he will need to obtain a C of O for this type of use. -VM |
