Solar permit approved to property, site plan for wall was approved by a professional engineer. It appears a layer of rocks was added to the front of the yard; adding rocks to a front yard is only considered grading if it involves moving, reshaping, or contouring the underlying dirt. If you are simply laying decorative rock or gravel over flat ground, a grading permit is generally not required. No verify at this time. Case closed. If the concern for the adjacent wall, then the wall in between properties would be a civil matter. Code Enforcement does not arbitrate private property boundary disputes.
