10/27/1999 | 10/27/99 CONTACTED BY PHONE: LEFT OWNER MESSAGE TO CALL ME. CHECKED WITH JAVIER AT COUNTY HEALTH DEPT. HE SAID THEY WILL NOT RESPOND TO DRUG NEEDLES FOUND OUTSIDE A RESIDENCE. HE STATED THAT THE OWNER CAN PICK THEM UP WITH A A PAIR OF PLIERS AND PUT THEM IN A SODA BOTTLE FOR DISCARDING. HE THEN SUGGESTED CALLING CATALINA SANCHEZ IN SOLID WASTE. SHE SAID THEY WONT RESPOND EITHER. SHE ALSO SAID SHE GOT THE NEW LAW REGARDING DISPOSAL OF SUCH DANGERS THIS WEEK. SHE SAID THE NEEDLES CAN BE PLACED IN A PUNCTURE PROOF CONTAINER LIKE A PLASTIC SODA BOTTLE OR A COFFEE CAN, TAPED UP SO IT DOESNT OPEN, AND THROUGH IT OUT IN THE NORMAL RESIDENTIAL GARBAGE CAN FOR THE CITY TO PICK UP AS USUAL. THE OWNER CALLED AND WAS TOLD TO REBOARD OR FENCE THE PROPERTY AND THAT THEY WERE RESPONSIBLE FOR THE CLEANUP. AFTER TALKING WITH JAVIER AND CATALINA, I CALLED AND LEFT THE DISPOSAL METHODS ON THE OWNERS ANSWERING MACHINE. ON 10/27, I CALLED THE OWNER AGAIN TO TOUCH BASE REGARDING HIS PROPERTY. HE STATED THAT HE DID NOT WANT TO DO THE CLEANUP DUE TO THE RISK. I GAVE HIM THE NUMBER OF THE COUNTY HEALTH DEPT. |
