08/26/2022 INSP - FOLLOW UP CODE ENFORCE VALDEZ Approved Onsite inspection: met with storm water Inspector He stated that he was out at the site in Aug of 2021 and provide reports to the chain of command on the current set up of the discharge. The Embassy Suites is owned by HSL Hotel Opportunity Fund III LLC who also owned Dorado Country Club Estates in 2021. The property was sold to DORADO COUNTRY CLUB ESTATES IMP ASSOC #1 sometime after 2021. We met with the Ken Alward area director of engineering for the Embassy Suites. We discussed the system in place to discharge storm water off the property, the storm water from the building is collected inside the property by way of an underground concrete channel with grates on the parking lot, normally this channel would drain off to the street, drain way or onto a wash. The channel only collects the water there is no discharge point. The Embassy Suites property's elevation is lower than the street Speedway but higher than the adjacent properties. They have a pump system with a controller which activates via a float mechanism when the water level increases in the channel the pump engages and pumps the water off the property onto Dorado Estates, the water travels down the street onto a small private wash or what looks like a wash which has been uses as a dirt golf cart path. Ken stated this system has been set up for over 30 years, was never an issue due to the ownership was the same company. If the pump system does not engage the hotel properties parking lot will fill with the storm water and pool which has happened in the past due to the pump failure, the pooling water did enter the building's laundry room. The runoff will also travel beyond the landscape which abuts Dorado Estates and either travel down the North street and may also travel directly across the street onto the homes. Overall: The current system is a controlled system which water does not enter the homes and the hotel. The hotel's elevation and location pose a problem for an alternate means of diverting the storm water. The North drain way is located one property over and the street Speedway evaluation is higher than the embassy Suites building. The usage of the north drain way would require private property consent which the adjacent properties are not on friendly terms. A civil engineer evaluation and more requirements from the City. I'm sure there is more required. I feel this complaint is a civil matter between the ownerships. I don't see the City having any jurisdiction over the case, the water discharge is Storm Water from the building/ Hotel and is currently being discharge onto private property.
