08/09/2021 | INSP - INITIAL CODE ENFORCMENT | GOODMAN | Approved | VISITED SITE, MET WITH MANAGER BEFORE VISITING THE OCCUPANT, MANAGER STATED THEY WERE AWARE OF THE SITUATION THAT THEY HAVE RECEIVED CALLS FROM OCCUPANTS IN WHAT THEY CONSIDER GARDEN APTS. WHERE THE UNITS ARE AT GROUND LEVEL AND THE PARKING AREAS DROP DOWN 4 FT. DIRT IS PILED UP AGAINST THE CONCRETE WALLS AND THE DIRT AREA RIP RAPPED TO AVOID ERROSION. I FIRST INSPECTED THE INTERIOR OF THE UNIT, A SINGLE BEDROOM. AT THE NN/W CORNER OF THE ROOM WAS A BUCKET AND 4 TOWELS THAT THE OCCUPANT IS USING TO COLLECt THE WATER AND THEN SQUEEZE TOWELS INTO THE BUCKET. THE LEAK IN MY MIND WAS MINIMAL ESPECIALLY CONSIDERING THE MONSOON DOWN POURS THE AREA HAS RECEIVED. THE DRYWALL DOES NOT SHOW DAMAGE BUT THE PAINT HAS SOME SMALL RIPPLES RIGHT AT THE CORNER OF THE ROOM. THE OCCUPANT IS ELDERLY AND DOES NOT WANT ANYBODY DOING WORK INSIDE UNTIL THE RAINS HAVE CEASED. I THEN CHECKED THE EXTERIOR OF THE UNIT, THERE IS A DOWN SPOUT FROM THE ROOF THAT DRAINS RIGHT NEXT TO THE OCCUPANTS BEDROOM WINDOW, THERE IS A CONCRETE SPLASH UNDER THE DOWN SPOUT, AND CONCRETE HAS BEEN POURED ON TOP OF THE DIRT AND RIP RAP ON TOP OF THE CONCRETE SO THE DIRT BANK DOES NOT ERRODE. THE OWNER WOULD NEED TO REMOVE THE DIRT BANKS AGAINST THE BUILDING, POSSIBLY, THEN RECOAT THE WALLS WITH TAR AND THEN REPAINT, I WOULD ALMOST CONCRETE THE ENTIRE BANK AND RIP RAP ON TOP OF THE CONCRETE. ITS NOT JUST A SMALL JOB AND THE OWNERS AND MAINTANENCE PEOPLE ARE IN THE PROCESS OF GETTING BIDS TO MAKE CORRECTIONS. I ASKED MAINTANENCE IF THEY COULD REDIRECT THE DOWN SPOUT SO THAT THEY COULD DEVIRT THE WATER FROM THE ROOF AWAY FROM HER WINDOW. THAT WAS DONE. MAINTANENCE HAS ALSO TRIMMED SHRUBS AWAY FROM HER WINDOW AREA AND SEALED ANY CRACKS FOUND IN HER WALL. I TRIED TO EXPLAIN TO THE OCCUPANT THAT THE ONLY LEFT TO DO IS OPEN THE WALL WHICH SHE DOES NOT WANT TO DO. OCCUPANT STATED SHE IS LEAVING IN 2 MONTHS WHEN HER LEASE IS UP. DOESN'T WANT TO MOVE OR RELOCATE. I DID CONTACT SUPERVISOR AND MADE HIM AWARE OF THE SITUATION AND ALSO FEELS THERE IS NOTHING THAT CAN BE DONE AT THIS TIME. INSPECTOR MOVES TO CLOSE CASE. OUT. COMPLIANCE / CLOSE CASE. |
