CEILING AND CEILING COVERINGS ARE STARTING TO DRY DUE TO NO RAIN AT THIS TIME HOWEVER ARE STILL SATURATED WITH WATER AND WILL START DRIPPING OR FLOWING WHEN IT RAINS AGAIN. ABUSE OF ELECTRICAL CORDS THROUGHOUT DWELLING, CONNECTING COOLER, FANS, HEATERS, TV'S, APPLIANCES, ETC. EXPOSED WIRING FOUND, SHUT POWER OF AT BREAKER PRIOR TO PROCEEDING WITH INTERIOR INSPECTION DUE TO ELECTRICAL HAZARD WITH EXPOSED WIRING AND WET SURFACES THROUGHOUT. BREAKER BOX HAS MISSING SPACER AND IS NOT PROPERLY LABELED. THERE WAS A 200 AMP UPGRADE TO THE PROPERTY HOWEVER THEREARE MULTIPLE SERVICE DROPS AND UNAPPROVED WIRING ON EXTERIOR AND INTERIOR OF DWELLING. DWELLING IS NOT CONNECTED TO THE SEWER, THERE ARE TRENCHES DUG UP ON SIDE AND REAR OF DWELLING ALLOWING SEWER WASTE TO FLOW INTO THEM ON THE PROPERTY. WORK BEING DONE WITH SEWER LINES. NO RUNNING WATER TO UNIT. WATER BEING BROUGHT INTO DWELLING AND PLACED IN TUB WHICH IS ALSO NOT CONNECTED TO WATER LINES, DIRTY WATER IN TUB BEING USED TO FLUSH TOILET HOWEVER TOILET HAS NOT BEEN FLUSHED AS IT CONTAINS HUMAN WASTE. TENANT USED WATER FROM TUB TO FLUSH IT DOWN WHILE INSPECTOR WAS TAKING PICTURES. LATER INSPECTOR VIEWED HOW ALL WASTE WAS BEING ALLOWED TO FLOW OUTSIDE INTO TRENCH ON THE PROPERTY. OWNER AND OR TENANT HAS MADE A WATER WELL ON THE PROPERTY, INSPECTOR WILL RESEARCH REGARDING APPROVAL OF WATER WELL. TENANT INDICATED THAT HE WAS GETTING SHOCKED AT THE WATER WELL SITE AND SO HE TURNED IT OFF AT THIS TIME. REFUSE AND DEBRIS THROUGHOUT DWELLING, NOT ALLOWING FOR EMERGENCY EGRESS. UNFIT AND UNSANITARY CONDITIONS IN DWELLING. INSPECTOR IS GOING TO CONDEMN UNIT, PULL POWER AT THE POLE AND REQUIRE PERMITS BE OBTAINED PRIOR TO WORKING ON CORRECTIONS WITHIN DWELLING. EXTERIOR VIOLATIONS FOUND; REFSUE AND DEBRIS THROUGHOUT PROPERTY TO INCLUDE BUT NOT LIMITED TO; HOUSEHOLD TRASH, HUMAN AND ANIMAL WASTE, GREENWASTE, RECYCLABLES, TIRES, ETC. ALSO OUTDOOR STORAGE FOUND TO INCLUDE BUT NOT LIMITED TO; CONSTRUCTION MATERIALS, AUTO PARTS, APPLIANCES, ETC. MULTIPLE INOPERABLE VEHICLES AND CAR TRAILERS FOUND ON THE PROPERTY WITH FLAT TIRES, MISSING PARTS, ETC. MULTIPLE UNPERMITTED ACCESSORTY STRUCTURES ON THE PROPERTY TO INCLUDE A MOBILE HOME THAT WAS NOT APPROVED ON SITE PLAN. AN UNPERMITTED ESCAVATED HOLE IN REAR YARD THAT HAS BEEN FILED IN WITH REFUSE AND DEBRIS. OVERGROWN AND OR DEAD WEEDS AND GRASS THROUGHOUT PROPERTY. DOG KENNALS FOUND ON PROPERTY WITH 5 LIVE DOGS SITTING IN THEIR FECES, NO WATER, ONE DOG APPEARS TO BE STARVING. ANIMALS CONTROL HAS REMOVED THE ANIMALS FROM THE PROPERTY AND SOCIAL SERVICES HAS REMOVED THE CHILDREN FROM THE HOME. INSPECTOR MET WITH PROPERTY OWNER EXPLAINED ALL VIOLATIONS FOUND AND HAD OWNER SIGN ALL NEEDED DOCUMENTION. INSPECTOR WILL ALLOW OWNER AND TENANT ACCESS TO DWELLING FOR PERSONAL ITEMS, ETC. OWNER AND OR TENANT MUST COMMUNICATE WITH INSPECTOR PRIOR TO ENTERING DWELLING AND LEAVING. INSPECTOR HAS REQUESTED TPD TO ADD THIS PROPERTY TO THEIR BEAT BOOKS TO MAKE SURE NO ONE IS FOUND AT THE PROPERTY AFTER HOURS AND OR WITHOUT DAYTIME PERMISSIONS. RED CROSS NOT NEEDED TENANT SAID HE HAS ANOTHER HOUSE HE WILL BE GOING TO IN THE MEANTIME. NOTICE OF EMERG ABATEMENT AND ORDER TO VACATE ISSUED, A NOTICE FOR PROPERTY MAINT ISSUED AND THE INDEMNIFICATION FORM SIGNED BY BOTH OWNER AND TENANT. UNSAFE TO OCCUPY PLACARDS HAS BEEN POSTED ON THE DWELLING. WILL FOLLOW UP IN 10 DAYS FOR PROP MAINT VIOLATIONS.} | |
