06/01/2021 INSP - INITIAL CODE ENFORCMENT GOODMAN Approved VISITED SITE, MET WITH TPD WHO INFORMED ME THEY WERE CONTACTED BY A INDEPENDENT CONTRACTOR WHO PERFORMED A WELFARE CHK AND AFTER WHAT HE FOUND CONTACTED TPD. THE OWNER OF THE PROPERTY HAD BEEN TAKEN TO CRC BY TPD MENTAL HEALTH SUPPORT UNIT. I INFORMED THEM IF I FOUND THE HOUSE UNLIVABLE THAT TPD WOULD NEED TO CONTACT CRC AND INFORM THEM THAT THE HOUSE WAS TO BE CONDEMNED AND OWNER WOULD NOT BE ALLOWED TO RETURN. I CONDUCTED MY INSPECTION FOUND THE FOLLOWING: >N/W BEDROOM CELIN WAS PARTIALLY COLAPSED, ELECTRICAL EXPOSED, LIGHT FEXTURE JUSE HANGING FROM THE WIRING, TRASH AND DEBRIS AND DIRTY CLOTHES COVERED THE FLOOR >N/E BEDROOM HAD TRASH AND DEBRIS, DIRTY CLOTHES COVERING THE FLOOR, BED WAS NOT USABLE AND DETERIORATED. APPROX 14 GUNS FOUND IN THIS BEDROOM >S/W BEDROM WAS FILED WITH TRASH AND DEBRIS AND DIRTY CLOTHES. >HALL BATHROOM WAS NOT FUNCTIONABLE, TOILET NOT MOUNTED AND HUMAN FECIES COVERED THE TOILET, TUB WAS DIRTY AND HOLE CUT IN THE WALL EXPOSING THE PLUMBING, NO WATER TO THE SINK, TRASH NAD DEBRIS THRU OUT THE BATHROM FLOOR. >LIVING ROOM CEILING PARTIALY COLAPSED, ANIMAL FECIES THRU OUT, TRASH AND DEBRIS AND DIRTY CLOTHES THRU OUT, GUNS FOUND IN THIS AREA. >KITCHEN COUNTER TOPS WERE COVERED WITH TRASH AND DEBRIS AND CANNED FOODS, COULD NOT FIND THE SINK. CABINETS NOT PROPERLY SECURED TO THE WALL, TRASH AND DEBRIS THRU OUT THE FLOOR AREA. > HOTWATER HEATER NOT PROPERLY INSTALLED. DOG HAD BEEN REMOVED BY PAC, I INFORMED TPD OF MY FINDING AND INFORMED THEM THAT THE HOUSE WAS NOT LIVABLE. TPD STATED THEY WOULD LIKE TO HAVE THE HOUSE BOARDED, CONDEMNED AND POWER CUT. I CONTACTED SUPERVISOR MARTIN ROMERO AND INFORMED HIM OF MY FINDINGS AND WHAT TPD WANTED DONE. MARTIN SAID TO GO AHEAD WITH THE CONDEMNATION AND TO CUT POWER. ALL WINDOW AND DOOR OPENINGS WERE SECURED, POWER WAS TURNED OF AND METER BOOTED BY TEP. UNIT WAS POSTED "UNFIT TO OCCUPY" AND NOV POSTED WITH PLACARD. TPD ASKED WHAT OWNER WOULD DO IF HE WAS DISMISSED FROM CRC, I COULD ONLY REPLY THAT HE WOULD NEED TO BE HOUSED UNTIL ALL REPAIRS AND PATHWAYS TO THE EXTERIOR AND CLEAN UP WERE COMPLETED. CODE ENFORCEMENT HAS NO FURTHER ISSUES. COMPLIANCE / CLOSE CASE.
