10/23/2020 | INSP - INITIAL CODE ENFORCMENT | GOODMAN | Approved | VISITED SITE, MET WITH SEVERAL TPD OFFICERS WHO INFORMED ME THAT A FEMALE DRIVER UNDER THE INFLUENCE AND FIGHTING WITH HER BOYFRIEND WHILE DRIVING THRU THE PARKING LOT OF THE APT COMPLEX DROVE HER CAR INTO THE COMPLEX WALL OF THE GARBAGE SURROUND DAMAGING THE ENTIRE 30 -36 LINEAL FT OF BLOCK WALL. THE DRIVER PROCEEDED TO BACK UP AND THEN RAM HER CAR INTO A WHITE TOYOTA TACOMA PICK UP SENDING THE TRUCK THRU A WROUGHT IRON FENCE, UP A 4FT BERM AND INTO A WALL NEXT TO A STAIRWELL TO THE 2ND STORY LANDING. THE DAMAGED WALL WAS A EXTENSION OF THE APT LIVING AREAS THAT PROTECTED THE STAIRWELL. THE STAIRWELL WAS NOT AFFECTED AND REMAINS USABLE. APPROX 4 STUDS AT THE END OF THE WALL WERE DISPLACED FROM THE BOTTOM PLATE AND STUDS CRACKED IN HALF AT APPROX 7FT IN HEIGHT WHERE THE WALL HIT THE STAIRWELL. THERE WAS NO CHANCE THE WALL WOULD COLLAPSE OR FAIL BECAUSE OF THE FOAM EXTERIOR BOTH SIDES AND THEN WRAPPED WITH CHICKEN WIRE, STUCCO OVER BOTH SIDES OF THE WALL, KEEPING THE WALL TOGETHER EVEN THOUGH IT WAS COMPRIMISED. > 30 TO 36 FEET OF BLOCK WALL SURROUNF WALL 6FT TALL WAS DAMAGED. >APPRX 40 FT OF WROUGHT IRON WALL WAS DAMAGED. >A SECTION OF 4-5 FR X 16 TALL WALL WAS DAMAGED AND WILL NEED TO BE RECONSTRUCTED, STUDS, FOAM AND STUCCO. THE METAL/ CONCRETE STAIRCASE WAS NOT DAMAGED AND REMAINED SECURED AT BOTTOM OF THE STAIRWELL AND SECURED TO THE METAL LANDING AT THE TOP, IT APPEARED TO BE WELDED AT THE TOP. BOTH THE MANAGER AND ASSISTANT MANAGER SHOWED UP ON THE PROPERTY AND MAINTANENCE HELPED SECURE THE AREA IN CAUTION TAPE. INFORMED RESIDENCES THAT THE STAIRWELL WAS SAFE, BUT CAUTION TAPED. MANAGEMENT INFORMED THEM IF THEY WANTED TO BE PLACED TEMPORARILY THEY WOULD PLACE THEM. NOV WAS ISSUED FOR THE DAMAGED PORTIONS OF THE PROPERTY AND SIGNED FOR BY THE MANAGEMENT. BOARD UP WAS NOT REQUIRED HELPED CLEAN THE PARKING AREA PRIOR TO LEAVING. COMPLIANCE / CLOSE CASE. |
