BY THE APPEARANCE IT HAS NOT BEEN RECENTLY INSTALLED, IT DOES HAVE A CONCRETE BASE WITH (4) 3/4 INCH BOLTS TO WHICH IT IS ATTACHED. THE WETHER VANE IS VERY STURDY AND DOES NOT WAVER BACK AND FORTH AND SEEMS WELL BUILT. CHECKED WITH BUILDING OFFICIAL WHO DOES NOT THINK IT WOULD REQUIRE A PERMIT. NO VIOLATION.
