07/19/2020 INSP - INITIAL CODE ENFORCMENT GOODMAN Approved VISITED SITE, MET WITH TPD OFFICERS WHO STATED THEY FOUD WATER IN UNIT 122 RUNNING FROM THE TOILET AND TUB, WERE UNABLE TO CONTACT THE MANAGER.WATER SPREAD TO 124 AND UNABLE TO VERIFY IF WATER GOT INTO UNIT #120. SPOKE WITH OCCUPANT WHO STATED HE HAS BEEN TRYING FOR A MONTH TO GET PLUMBING CORRECTED , BUT THAT NOBODY CAME OUT. OCCUPANT FELT NOTHING OTHER THAT THE PLUMBING WAS WRONG WITH HIS APARTMENT, HOWEVER THE WALLS HAD BEEN PAINTED WITH GRAFFITI, THERE WAS BROKEN GLASS AND MIRROR ALL OVER THE FLOORS, TRASH AND DEBRIS THRU OUT THE UNIT, LEFT OVER FOOD THRU OUT THE UNIT AND DRYWALL DAMAGED ON THE SOUTH BEDROOM WALL LOOKING FOR LEAKS. MANAGER SHOWED UP AND FOUND AN EMPTY UNIT FOR THE OCCUPANT AT UNIT #220. I CHECKED THE UNIT, IT WAS VACANT BUT HAD ALL UTILITIES. MANAGER CHANGED THE LOCKS ON UNIT #122 SO THAT ALL INTER ACTIONS WENT THRU MANAGEMENT. NOV ISSUED AND POSTED WITH UNFIT TO OCCUPY PLACARD. OCCUPANT PLACED AND WATER EXTRACTION ARRIVED WHILE ON SITE. THEY STATED THEY WOULD REMOVED TRASH ON THE FLOOR, EXTRACT WATER FROM THE UNIT AND SANITIZE THE UNIT. C/E EXPLAINED TO THE OCCUPANT AND MANAGER THAT THE OCCUPANT WAS NOT ALLOWED BACK IN UNTIL THE UNIT WAS CLEANED. THE OCCUPANT IN #124 HAD PLACED PERSONAL ITEMS IN BAGS, REMOVED SOME OF THE ITEMS FROM THE UNIT AND AND PLACED THE REST AGAINST THE WALLS OF THE UNIT. THE KITCHEN, LIVINGROOM AND HALL WERE THE ONLY AREAS THAT REQUIRED WATER TO BE EXTRACTED. NOV WAS ISSUED FOR EMERGENCY VACATE AND INCLUDED PERMITS REQUIRED FOR PLUMBING AND DRYWALL TO BE COMPLETED. MAINTANENCE PERSON SIGNED FOR THE NOV AND CHANGED LOCKS ON 122, PROVEIDE OCCUPANT A KEY FOR 220. HE AND I BOTH CHECKED THE UNIT FOR ISSUES. COMPLIANCE / CLOSE CASE.
