Arrived and the units were still on site and was able to look inside with the owners permission. The front door was opened when I was talking to her and the kitchen area was filled with storage and trash and debris. The front bedroom was not able to enter due to being blocked with items at the doorway filled to almost 4' in height. The front bathroom had bird cages in the bathroom and had the large roaches on the floor through out. The area by the door was filled with trash and debris. The living room was not able to enter and was able to check with the storage approx. 4' in height. The dining room area was also filled and had paths to walk around the area. The master bedroom was filled with trash and debris and while walking in the area was stepping on roaches and rats. As you walk in the bedroom the rats and roaches were moving around your foot steps through the papers and the trash and debris on the floor. The owner was refusing to sign the paperwork and wanted to have the neighbors property checked for humitity. The walls are common walls and are sealed where the air or humitity was not go through. Did the posting of the paperwork on the front window and the posting of Do Not Enter on the window by the door. The owner called her bother and he also was advising her to leave the property. The brother did also talk to her on the house is a mess. I did take pictures of the interior and told the owner that she needs to find a place to stay. Did call T.E.P. to remove the meter and it was blanked leaving no power to the unit. The owner did get some items out before the unit was secured. RV. |

Did meet with the brother of the person living in the house to go over on what still needs to be done on the property.
