12/17/2019 T.C. Ch. 16, Sec. 16-4. PERMITS REQUIRED. Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.

Ch. 16, Sec. 16-11(a)(1) The presence and operations of window openings, size and condition of exits, bars, grills, grates covering windows and openings shall allow for safe and rapid egress in emergency situations. At least one window and all doors in living/sleeping rooms in dwelling units must have an operable release mechanism that allows safe and rapid egress without the use of separate tools.

12/17/2019 T.C. Ch. 16, Sec. 16-11(c) ELECTRICAL SYSTEM. (1) All dwellings and dwelling units shall be provided with electrical service. Electrical facilities connected to or in any building or structure are to be maintained hazard-free and in a state of good repair. The electrical system shall be free from such hazards as bare wiring; overloaded circuits or services; equipment not properly grounded; over-fused circuits; misuse of wiring, including the use of extension cords in lieu of permanent wiring; non-approved wiring; and wiring exposed to moisture or extreme heat. Broken, loose, frayed, inoperable, defective or missing portions of the electrical service, lines, switches, outlets, fixtures and fixture coverings shall be repaired or replaced. (2) All electrical equipment, wiring and appliances shall be installed and maintained in a safe manner and in accordance with all applicable laws.

12/17/2019 T.C. Ch. 16, SEC. 16-21. REGISTRATION OF RESIDENTIAL RENTAL PROPERTY. An owner of residential rental property shall maintain with the assessor in the county where the property is located information required by this section in a manner to be determined by the assessor. (c) Residential rental property shall not be occupied if the information required by this section is not on file with the county assessor. This subsection does not affect any lease existing on August 6, 1999. (e) A person who fails to comply with any provision of this subsection is responsible for a civil infraction and shall be assessed a civil penalty of one thousand dollars ($1,000.00), plus an additional one hundred dollars ($100.00) for each month after the date of the original violation until compliance occurs. The court shall not suspend any portion of the civil penalty provided by this subsection.

12/12/2019 INSP - INITIAL CODE ENFORCMENT VIDAL Approved Went to the site and no one answered the door. While on site and in the truck to leave, the tenant came out. Was able to do inspection with the tenant. The owner is out of state and did talk to the daughter who is also out of state. Did find a broken window in the living room and the wrong slider and was falling off the top track, an outlet has burn marks due to worn. The tenant stated that the outlet was not working and found a switch that operates the outlet and was working. Does have broken outlet covers on the antenna in the living room. No smoke detectors, exterior doors not sealed, locks not working on exterior doors, south bedroom has a broken window, a hole in the wall has been patched and not completed, north bedroom has the security bars not connected on the window, shelving in closet loose and the brackets have fallen and laying on the bottom shelf, outlet worn and has burn marks on north wall, bathroom has a patch on the exterior wall has a patch and not completed, the bathroom shower has been re-done where the tub has been removed and changed into a shower stall, the toilet had the plumbing re-done in the ground and found no permit for the work done, globes missing on light fixture, kitchen cabinets doors not latching, sink base floor is falling, cover at sink loose, washer machine has no hook up, storage room siding not sealed at bottom, dryer outlet not secured to wall including the wiring, light in back room on ceiling not working and the locks not working on the rear door and the electrical panel not labeled. Will do N.O.V. RV.
12/16/2019 INSP - FOLLOW UP CODE ENFORCE VIDAL Approved Called the daughter due to she never called back. Did go over the property issues and will need to meet on when they can be done. The owneres are out of state at this time and have no one to do the need repairs. The owners will be back on 12-23-2019 and I will be off. Will be doing the N.O.V. and leaving it with the tenant. RV.
