10/10/2019 INSP - INITIAL CODE ENFORCMENT VIDAL Approved Communication called that T.P.D. on site with a unhabital home. Arrived and the units were still on site due to investigating the case. 1-person transported to the hospital and the owner has been arrested. The interior of the house has feces from human and animal waste. The feces is on the floor through out and on the walls through out. The floor in the kitchen has soft spots by the refrigerator area. The home is a Manufacture Home from 1998. The water has been turned of since Nov. 18, 2018. The electrical and the gas will be removed at the meter due to the conditions of the interior of the home. The bathrooms have disposal diapers piled in the bathrooms. The exterior of the property is cleaned at this time. The master bedroom has a ceiling fan that is loose or not mounted properly due to swaying when turned on. The gas stove was not able to turn on before the electrical was removed. The vertical blinds were all remove to have the windows secured from the interior. Has signs of roaches and saw a few in areas. Some of the doors are broken and have broken knobs. Did a N.O.V. to Vacated and a N.O.V. for the permits for the gas and the electrical to be turned back on. Did the posting of Do Not Enter on the front window with the other paperwork due to the owner has been removed from the home and taken to jail and not able to sign the paperwork. RV.
