Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.

CEILING IN KITCHEN WATER DAMAGED AS WELL AS OTHER AREAS OF THE WALLS AND CORNERS OF THE CEILING ALSO IN THE BACK OF THE REFRIGERATOR AND UPSTAIRS IN THE BATHROOM WHERE CEILING IS BOWING AND CRACKING APPEARING TO BE FALLING IN. KITCHEN SICK HAS AN ACID OR CHEMICAL TYPE ERROSSION ALSO UNDER THE KITCHEN SINK IN THE CABINET. DISHWASER MISSING SIDE PANEL AND REPLACED WITH BLACK PLASTIC GARBAGE BAG AS A TYPE OF PARTIAL COVER HOWEVER IT IS EXPOSING APPLIANCE INTERIOR PARTS ALSO EXPOSING WIRING. ENTIRE LAMINATE FLOORING IN UNIT HAS MULTIPLE AREAS WHERE THE FLOORING HAS WATER DAMAGE FROM FLOODING AND POSES A TRIPPING HAZARD THROUGHOUT UNIT WHERE LAMINATE HAS ROLLED UP AND AWAY FROM FLOOR. ALL LAMINATE REPAIR WORK WAS NOT DONE IN A WORKMAN LIKE MANNER. ADHESIVE WAS PLACED ON TOP OF THE FLOORING INSTEAD OF UNDER. PATCH JOBS TO ALL LAMINATE REPAIR AREAS ARE POSING A TRIPPING HAZARD, LEADING UP THE STEPS TO SECOND FLOOR THERE WAS WHAT LOOK LIKE MASKING TAPE BEING USED TO TAPE DOWN THE FLOORING, STILL POSING A TRIPPING HAZARD. BATHTUB LEAKING AND APPEARS TO BE CAUSING LEAK INTO KITCHEN BELOW. STRONG MILDEW ODER INSIDE OF UNIT. ALL VENTS APPREARED TO HAVE MILDEW/MOLD ALONG WITH MISSING VENTS THAT WERE REMOVED BY MAINT TO ATTEMPT TO KILL MILDEW/MOLD. SPOKE TO MGT TO HAVE ALL ISSUED ADDRESSED. WHILE WALKING TO OFFICE INSPECTOR NOTICED MAJOR CONSTRUCTION IN THE POOL AREA, INSPECTOR ASKED MGT JULISSA IF THERE HAD BEEN A PERMIT PULLED SHE INDICATED NO. INSPECTOR WILL ALSO FOLLOW UP ON POOL CONSTRUCTION AS IT POSES A SAFETY ISSUE AS WELL AS THE EXTERIOR BULDING DAMAGE WEST OF THE OFFICE AND THE DAMAGE ON THE ROOF NEAR THE GUTTER DRAINAGE AREA ABOVE TENANT APARTMENT. WILL GIVE 30 DAY NOV TO REPAIR ALL VIOLATIONS WITHIN THE UNIT AND OBTAIN PROPER PERMITS FOR THE POOL CONSTRUCTION. INSPECTOR WAITED UNTIL MAINT REPLACED ALL SMOKE DETECTORS BEFORE LEAVING THE PROPERTY AND UNIT.
