Ch. 16, Sec. 16-4 PERMITS REQUIRED Unless otherwise exempt pursuant to section 301 of the Administrative Code, as adopted by reference per section 6-1 of this Code, or pursuant to any other ordinance or statute, no building, structure or building service equipment regulated by this chapter or by the technical codes adopted by the city shall be built, erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a permit first has been obtained from the building official in the manner provided in the administrative and building codes adopted by the city. The purpose of a permit is to ensure that all construction is inspected by qualified City of Tucson personnel as directed by ordinance to verify compliance with city codes. Failure to obtain proper permit with inspections and approvals shall deem the construction to be unsafe.

NORTH SIDE MIDDLE OF THE PROPERTY THERE IS A DISMANTLED BOX TRUCK WITH ENERGIZED FLOOD LAMPS ATTACHED TO THE TRUCK. EAST OF THIS UNIT IS A MOBILE TRAVEL TRAILER THAT IS BEING OCCUPIED WITH ACTIVE ELECTRICAL AND PLUMBING ATTACHED TO THIS UNIT. THERE IS NO ACTIVE SERVICE WITH THE ELECTRIC UTILITY COMPANY SINCE 2012. DUE TO THE AMOUNT OF STORAGE AND UNAPPROVED HAZARDOUS WIRING ON THE PROPERTY IT IS UNKNOWN WHICH NON CODE COMPLIANT PANEL IS ACTING AS THE MAIN SERVICE DISCONNECT AT 314 W. VENTURA. THERE IS TRASH AND DEBRIS ON THE PROPERTY. DISMANTLED VEHICLES, LARGE HEAVY EQUIPMENT AND OTHER MISC. ITEMS BEING STORED ON THE PROPERTY OF 314 W VENTURA. RESEARCH SHOWS THE PROPERTY OF 314 W VENTURA WAS A MOBILE HOME PARK NAMED HAPPY LANDING TRAILER COURT IN 1975 WHICH WAS CONDEMNED IN 1990. AERIALS IN 1998 SHOWS THE PROPERTY BEING VACANT LAND WITH NO STRUCTURES ON SITE.
