08/29/2019 INSP - INITIAL CODE ENFORCMENT GOODMAN Approved VISITED SITE, MET WITH OCCUPANT JESUS RAMIREZ WHO STATED HIS ISSUE WAS THAT HE HAD AUTOIMMUNE DEFICIENCY AND BEING AROUND MICE AND ROACHES IS DIFFICULT. UPON ENTERING THE UNIT FOUND THE APT TO BE REASONABLY CLEAN, THE LIVINGROOM BEDROOM AND HALLWAY TO BE VERY CLEAN. THE KITCHEN AND COUNTERTOPS WERE ALSO CLEAN HOWEVER I NOTICED THE STOVE, REFRIGERATOR, AND MICROWAVE NEEDED CLEANING.INSIDE THE LOWER CABINETS AND BELOW THE SINK WERE CLEANING ISSUES THAT NEED TO BE ADDRESSED. MR RAMIREZ STATED THAT HE HAS HAD 2 PEST CONTROL TREATMENTS. THEY HAVE GIVEN HIM STICKY TRAPS FOR THE MICE, SPRAYED FOR THE ROACHES AND GIVEN HIM STICKY TRAPS FOR THE ROACHES. DURING MY INSPECTION I SAW ROACHES AT THE TOP OF THE LIVINGROOM WALL AND IN THE CABINETS. MR RAMIREZ STATED HE JUST WANTED TO GET OUT OF THE APT. I MET WITH MANAGER MARISOL AND MANAGER RUBY WHO WAS ONSITE TO ASSESS THE CONDITIONS OF THE COMPLEXES, UNITS AND COMPLAINTS. I ASKED IF THEY WERE AWARE OF MR RAMIREZ'S SITUATION AND IF THEY KNEW HE HAD AUTO IMMUNE DISEASE, THEY STATED THEY WERE AWARE AND RUBY WAS GOING TO ASSESS THE SITUATION. I INFORMED MANAGEMENT THAT FROM THEIR MULTIPLE COMPLAINTS ON ROACHES AND MICE FROM ALL THE COMPLEXES HAVE LEAD ME TO BELIEVE THAT THE PROBLEM HAS EXITED WHEN THE NEW OWNERS PURCHASED THE 4 APT COMPLEXES. THE THEIR CURRENT PEST CONTROL TREATMENT PLAN WAS NOT WORKING AND THAT PERHAPS THEY NEEDED TO BOMB THE COMPLEX STRUCTURES. IN A NUT SHELL I WAS TOLD THERE WAS ALOT BEHIND HAVING TO BOMB THE BUILDINGS. I LATER RECEIVED A CALL FROM MR RAMIREZ WHO STATED MANAGERS CAME TO HIS UNIT BLASTED HIS FOR THE CONDITION OF HIS UNIT. THAT HE ASKED THEM TO LEAVE AND WAS PLANNING TO CALL TPD AND FILE A REPORT. I THEN RECEIVED A CALL FROM MANAGER JULLISA STATING SHE HAD SENT ME PICTURES OF THE APT AND THE APT WAS FILTHY THE PICTURES WERE PROOF AND WOULD EXPLAIN WHY HE HAD ROACHES AND MICE. I TOLD JULLISA I INSPECTED THE UNIT, AND FROM THE PICTURES FELT SHE FOCUSED ONLY ON THE KITCHEN AREA AND ASKED IF SHE SAW THE REST OF THE UNIT. JULISSA WAS UPSET BECAUSE WE TALKED ABOUT THE POSSIBLITY OF LETTING MR RAMIREZ OUT OF HIS LEASE. WE TALKED ABOUT BOMBING THE STRUCTURES AND CURRENT TREATMENTS NOT WORKING. MY OPINION WAS THAT JULLISA DID NOT FEEL THE MANAGEMENT WAS NOT AT FAULT, CURRENT CONDITIONS OF PEST CONTROL TREATMENT WAS WORKING AND OCCUPANTS NEEDED TO KEEP UP ON CLEANING. I CALLED AND SPOKE TO MR RAMIREZ'S SISTER WHO WORKS FOR THE CITY OF TUCSON. I EXPLAINED TO MARY LOU THAT OUR HANDS ARE TIED BECAUSE HER BROTHER HAD RECEIVED TWO PEST CONTROL TREATMENTS TO HIS UNIT AND THE CLEANING ISSUES BROUGHT UP BY THE MANAGEMENT. I DID TELL HER THOUGH I DID NOT THINK HER BROTHER SHOULD BE LIVING THERE. I MET WITH SUPERVISOR MARTIN ROMERO WHO SUGGESTED THAT CODE ENFORCEMENT KEEP GOOD DOCUMENTATION OF THE NUMBER OF CALLS AND THEN POSSIBLY MOVE FORWARD WITH A CITATION.
09/03/2019 INSP - FOLLOW UP CODE ENFORCE GOODMAN Approved VISITED MANAGER RUBY WHO STATED THEY HAD INSPECTED THE UNIT AFTER MY INSPECTION AND FOUND MULTIPLE ISSUES WITH HOUSE KEEPING THAT WOULD ATTRACT MICE OR ROACHES. THEY HAVE ASKED OCCUPANT TO ELIMINATE. ANYTHING THAT MAY ATTRACT RODENTS. MANAGEMNT IS LOOKING INTO TENTING AND BOMBING THE UNIT. CODE ENFORCEMENT HAS NO FURTHER ISSUES, WORK IS IN PROGRESS. WILL CLOSE CASE AND REOPEN IF NECESSARY . COMPLIANCE / CLOSE CASE.
