Over 50% of the pool fence is rusted out at the bottom and unattached so the fence is unstable. A child broke her leg by falling and sliding under the gate. The electrical boxes are unlocked throughout the complex and 3 times in 5 months, a disgruntled tenant has shut off all the power.
