UPON ARRIVAL I SPOKE WITH THE JOB SUPERINTENDENT WHO STATED THAT HE KNEW THE SUNRISE IS AT 6:19 AM, THEY DO HAVE ALL THEIR PERMITS, WORKERS DO NOT START TO ARRIVE UNTIL 6:30 AM, DOES NOT ALLOW TRACTORS TO START DIGGING UNTIL 7:30 AND JACK HAMMERS BEING USED INSIDE THE BUILDINGS ARE NOT ALLOWED TO START UNTIL 8:00 AM. FOUND ALOT GOING ON AT THE PROPERTY. THE COMPLAINT IS FOR EXCESSIVE NOISE AND NOT EARLY STARTS. C/E HAS NO ISSUES WITH THE WORK BEING COMPLETED UNDER PERMITS, UNTIL THEY VIOLATE THE EARLY STARTS. NO VIOLATION. COMPLIANCE / CLOSE CASE.
