12/31/2018 INSP - INITIAL CODE ENFORCMENT VINDIOLA Approved Received a call from supervisor in reference to a Tucson Fire call that required us to meet on site. Spoke to Captain Jeff Langejans as he filled me as to what TFD was looking at. I advise the captain that I had found the property owner who had an office on Broadway and I would be checking in with that main office before I went to the property on Drachman. Arrived on site at 4575 e Broadway to a building that was under construction no office personnel just construction workers. Called phone number on website for Mental Health Resources Inc and got a disconnected number. Arrived on site at 120 w Drachman and spoke to manager of the property who stated she is not scheduled to come in today, I asked if I could walk the courtyard and rear of the property and was given the okay by this manager. Waited for Tucson Fire Department with inspector Smith and Captain Levi Langejans. We walked the property in the front by the parking lot and found one needle by the sidewalk and another needle by the trash container area. Waited for another captain from Tucson Fire before we entered the corridor. While on site a tenant asked if we were here to inspect his property as he had a letter from section 8. We told him know that we were with Tucson Fire and Code Enforcement and not Section 8 that he would need to make arrangements through that department. We made are rounds around the outside of the property noticing trash debris and human waste all along the back and side of the property. Also noted trash and debris in the alley behind the wall of the property. We did however not enter any of the dwellings at this time. While leaving we met the maintenance man Santiago Espinoza. Mr. Espinoza stated he has a lot of trouble with the homeless entering into this facility and causing problems. Phone numbers were exchanged and research would need to be done from City standpoint before moving forward. Arturo Encinas is the Section 8 inspector in charge, went to Housing Department however he was not in today will try to email him. Information relayed to my supervisor.
