03/18/2018 INSP - INITIAL CODE ENFORCMENT GOODMAN Approved VISITED SITE, MET WITH TFD INVESTIGATORS WHO INFORMED ME THAT FIRE WAS STARTED BY A SMALL BATTERY PACK, OCCUPANT HEARD A LOUD POP SAW THE BATTERY PACK FLY ACROSS THE ROOM EAST TO WEST THAT FIRE DAMAGED THE DRYWALL ON THE WEST WALL AND CEILING ALONG WITH TFD DAMAGE TO THE DRYWALL REMOVING IT FROM THE WALL AND CEILING. FIRE DAMAGE WAS MINIMAL. THE REMAINING FIRE WAS DUE TO BATERRY CHARGER STARTING THE OCCUPANTS CLOTHES ON FIRE. OCCUPANTS CONTENTS BURNED IN THE N/W BEDROOM WERE FIRE ISSUE OCCURRED. MET WITH OCCUPANT BREANNA ELEM, FATHER BRIAN WHITE, AND SIGNIFICANT OTHER KHADIJAH ELEM. ALSO MET WITH MANAGER VERONICA BONILLAS AND REGIONAL MANAGER BONNIE CHARLES. MAINTANENCE PERSON LUIS WAS ALSO ON SITE TO CHAINGE LOCKS AND BOARD WINDOW. LA QUINTA APTS IS OWNED BY HSL PROPERTIES, FINDINGS AS FOLLOWS: >HSL MADE THE DECISION TO CHANGE LOCKS ON THE DOORS AND BOARD THE CRACKED WINDOW. ALL ACITIVITIES/ INTERACTIONS IN THE UNIT WILL GO THRU THE MANAGER VERONICA BONILLAS. > THERE WAS NO GAS TO THE UNITS PER S/W GAS > ELECTRIC WAS ISOLATED TO THE BEDROOM AT THE INTERIOR SUB PANEL. BUT TURNED OFF AT THE MAIN DISCONNECT. >FOUND SMOKE ALARM ON THE FLOOR, TFD INVESTIGATORS STATED THE ALARM WAS WORKING BUT THE BATTERY WAS DEAD. MAINTANENCE STATED FILTERS AND ALARM BATTERIES ARE CHANGED TWICE PER YEAR. > BREANNA IS BEING HOUSED BY FATHER BRIAN WHITE, KHADIJAH WILL BEING STAYING WITH HER COUSIN. >CLOTHES AND SMALL BELONGINGS REMOVED FROM THE APT, BREANNA WAS INFORMED THAT SHE WOULD NEED TO MAKE ARRANGEMENTS WITH THE MANAGER TO GET BACK INTO THE UNIT. OCCUPANT CURRENT ON RENT AND UNIT E 230 CAN BE READY TO OCCUPY BY TUESDAY 3/20/18. >NOV WAS ISSUED FOR EMERGENCY VACATE AND SIGNED FOR BY VERONICA BONILLAS. VERONICA AND BONNIE CHARLES WERE INFORMED THAT PERMITS WERE REQUIRED FOR REPAIRS, AND ISSUE INCLUDED ON NOV. MANAGEMENT RECEIVED A COPY OF NOV.
