02/26/2018 T.C. Ch. 16, Sec. 16-13(h) OUTDOOR STORAGE Outdoor storage on residential properties is prohibited under the following conditions: 1. When stored in the front yard. 2. When stored in the side yard or rear yard and is not screened by a minimum five foot high solid wall or opaque fence. 3. When exceeds 25% of the total lot area. 4. When stored in an open covered porch that is visible from beyond the boundaries of the lot. 5. When stored in an open carport that is visible from beyond the boundaries of the lot where the amount of storage restricts an automobile from being properly stored within the carport. A double carport will require enough space to store two automobiles. 6. When storage items include garbage, refuse or debris.
02/26/2018 T.C. Ch. 16, Sec. 16-13(b) ACCUMULATION OF REFUSE PROHIBITED Each owner, lessee, tenant, resident or occupant shall maintain a property so it is free of accumulated refuse and debris. Accumulated refuse and debris means contained or uncontained refuse and debris that is present on the property in a manner not authorized by the Tucson Code. Material recycling facilities meeting the requirements of section 15-24.7 are exempt from this prohibition.

Was able to see onto property where trash/debris along front of property clean and clear. Rear of property clean and clear of trash and debris. Still has storage in rear yard however it is organized and under the limit for storage. Discussion was what was going on with this case as the owner complaint to the city manager, and the city manager wanted to get a better handle on the situation. Supervisor Romero laid out what had been going on at this property for the last 5 years and we have a current court order to Abate the violations after January 31st, along with an abatement order lasting for one year. City manager then asked if we could conference in the property owner which was done. That conversation led to a meeting on site with the property owner supervisor and inspector as owner claims he has not understood. We all met on site at 10:40 a.m. and meeting lasted until 11:25. Supervisor walked through the violations on the property starting from the front and making it halfway to the back before the owner asked us to leave, the property owner stated he was not going to comply. Supervisor was able to talk him down and we continued throughout the property advising the owner what was considered trash and debris and what Proper Storage was on his property. At the end of the meeting property owner still does not agree with City of Tucson Code Enforcement and the Judge's decision. Supervisor Romero gave the owner his card and let him know if he had any questions the supervisor would return to his property. Property owner has already called the supervisor several times today 1 was asking if he could build his carport. Supervisor instructed him to have a permits pulled for any addition to his property at Planning and Development Services Department. All but two sections of the front gates have been screened. Northeast section of fence at rear has also been screened. Along the South side of rear yard metal, chairs and building materials as in block and concrete have been piled. He stated he would be working on clearing up the trash and debris and straightening up the entire yard.
