10/16/2017	INSP - INITIAL CODE ENFORCMENT	VIDAL	Approved	T.P.D called that they have a house without utilities and someone staying in the house. Arrived and the units were still on site and someone found in the house asleep on the floor. He is the 1/2 owner and has no where to go. He has a sister that lives next door and will be taking the owner to another site. The roof has bad leaks through out and can see daylight at differnt locations. The plaster ceilings have fallen through out due to the roof leaks. The water has been turned off at the meter for some time. has no gas meter and the electrical being removed by T.E.P. The interior has no furniture and the owner was sleeping on the ground. The house smells due using the bathroom in the house. The son of the dead parents has gone to another location. The house is being boarded up due to the amount of activity in out of the property at different times day and night. Did the posting of Do Not Enter on the front window and the owner signed the paperwork before leaving. RV.
