02/10/2017 INSP - INITIAL CODE ENFORCMENT HOLLANDER Approved Arrived at the property and the owner was present. After discussion with the owner we proceeded to inspect the units. We found hazardous electrical. The main 200 amp service was connected to a 60 amp TEP feed and appeared not to have had a permit. The feed to units 1-8 appeared undersized. We found screw in fuse panels bypassed with breakers. The wires were wedged into the breakers and supported only by the conductors. The unit loads appeared to be overloading the circuit fuses. Exposed Romex wiring was found with open splices. The non-grounded receptacles have been replaced with the grounded type. We determined due to the conditions that a shut-down of the property may be necessary. The owner contacted two contractors to come to the site. At this time also the tenants started to become hostile so TPD was contacted and arrived on site for security. We walked the units with the first electrical contractor who pointed out further issues to the owner. The contractor was not going to take responsibility for the electric on the property to remain on and after discussion with the owner they left the property. The second contractor after further discussion with the owner left the property. The third contractor was not able to take responsibility and left also. It was determined to start the shut-down at this time. TPD called for the Red Cross and a Sun Tran Buss for the tenants. TEP was contacted and the meter was removed and the conductors were cut at the pole.

02/14/2017 T.C. Ch. 16, Sec. 16-11(c) ELECTRICAL SYSTEM. (1) All dwellings and dwelling units shall be provided with electrical service. Electrical facilities connected to or in any building or structure are to be maintained hazard-free and in a state of good repair. The electrical system shall be free from such hazards as bare wiring; overloaded circuits or services; equipment not properly grounded; over-fused circuits; misuse of wiring, including the use of extension cords in lieu of permanent wiring; non-approved wiring; and wiring exposed to moisture or extreme heat. Broken, loose, frayed, inoperable, defective or missing portions of the electrical service, lines, switches, outlets, fixtures and fixture coverings shall be repaired or replaced. (2) All electrical equipment, wiring and appliances shall be installed and maintained in a safe manner and in accordance with all applicable laws.
